Imphal, June 29 2011:
Demanding rectification in the order issued by the Government on June 3, 2011 in connection with implementation of 6th Central Revised Pay to the teachers, Council of Teachers' Association (COTA) has warned of resuming its agitation if the demand is not met.
Talking to mediapersons in this connection at Bhairodan Maxwell Hindi Primary School today, co-convenor of COTA Ch Santakumar asserted that there are various irregularities in the pay structure that the Government has come up in its order.
After two rounds of discussion at the executive level of COTA over these irregularities which would have far reaching impact on the service career of the teachers without timely rectification, COTA placed submission before the Chief Minister twice on June 10 and June 17 respectively.
But the silence of the Government over the issue has come like an invitation to COTA to resume its strike, Shantakumar lamented.
He pointed out contrary to the previous pay structure, the academic grade pay has been divided into grade pay and academic allowance in the new pay structure.
This division would not only create dissatisfaction among the teachers as classification of poats is based on grade pay and allowances are not treated in general as a part of basic pay.
Moreover, there was an understanding with the Government that the senior scale and selection grade scale should be given after a gap of 10 years in the corresponding grade and there should be no bar odf 10 percents of the number of teachers in the senior scale on enjoying selection grade pay.
But this has not been reflected in the order which also remained silent on the mode of increment, Santakumar further pointed out.
Contending that the grade pay/academic grade pay mentioned in the order have not been figured in the First Schedule, Part-A, Section-I of the Manipur Services (Revised Pay) Rules, 2010, Santakumar further asserted that the .
The senior scale in respect of the Primary teachers, Graduate teachers and lecturers (Feeder/Substantive post) should be placed as entry scale for Graduate teachers, entry scale for lecturers and Pay Band3 (Promotional post) respectively.
COTA has been demanding implementation of the 6th Central Pay recommendations in toto and various agitations have been launched over this demand in the past paralysing academic activities for many days.
COTA called off its agitation following assurance of the Government over its demand.
