A report of the Comptroller and Auditor General (CAG) of India on the implementation of MGNREGS in Manipur for a period covering up to March 31, 2012 was released today.
The report pointed out a number of lapses and discrepancies on the part of the Government of India.
The report which also contains a section on the State financial situation pointed out that the State Government did not appoint programme officers for MGNREGS and programme coordinators never made district perspective plans.
With the State Government not producing its share of fund within 15 days after the Centre's share of fund has been released, there is fund shortfall of Rs 121.86 crores between 2007 and 2012 .
Job card holders are not given 100 days' job as guaranteed by the flagship programme and block level or district level officers never go in time for inspection of the works done by job card holders.
Apart from using heavy machinery in executing MGNREGS works, district programme officers, in many cases, found no signs of executing any work even as huge bills have been withdrawn in the name of constructing/developing drains, culverts and public ponds, said the CAG report.
Moreover, job card holders did not the full amount of wages entitled to them.
Regarding Tribal Affairs and Hills Department, Government of Manipur, the CAG report said that no State Government schemes, barring medical and health related schemes, were implemented by district level offices located in the five hill districts and Sadar Hills between 2008 and 2012 .
Whatever development schemes taken up in the hill districts during the particular period were all central sponsored schemes, mentioned the CAG report.
