Govt issues guidelines on admission of Covid-19 patients

The state government has issued guidelines on admission of Covid-19 positive patients in hospitals along with entrusting the State Covid Admission Committee (SCAC) with the overall responsibility.
A State Level Covid-19 Admission helpline (+913852441228) has also been made functional 24x7 to provide information on the admission process for the patient or relatives.
In an ofce memorandum, State Covid-19 Hospital Admission Committee head C Arthur Worchuiyo notifed that the District Covid Admission Committee (DCAC) of Imphal East and Imphal West will operate under the State Covid Admission Committee (SCAC), while in other districts SCAC will be assisted by the respective DCAC.
In case of IE and IW districts, the district surveillance ofcer including the district nodal ofcer for home isolation along with their teams under the supervision of the chief medical ofcer will screen the new Covid-19 positive cases each day.
Thereafter, they will decide cases that require home isolation or otherwise, it said.
The memo informed that asymptomatic Covid-19 patients who require home isolation will be monitored by the respective District Home Isolation Teams, which will also monitor Covid-19 positive cases under Community Home Isolation Centres (CHIC) .
Criteria for admission of mild/moderate/severe cases of Covid-19 patients will be in accordance to the recommendation of the State Technical Expert Committee Meeting held on April 27, it mentioned adding that the same condition will apply to all government and private medical institutions in the state.
The memo mentioned that admission of mild symptomatic cases of Covid-19 patients to the Covid Care Centres (CCC) will be done directly by the SCAC with screening of such cases carried out by the DCAC of Implal East and Imphal West respectively.
In case of other districts, DCAC concerned will be responsible for admission of mild symptomatic cases of Covid-19 patients to the CCC.
They will also be responsible for referring Covid-19 patients from CCC to the district hospital.
Information on patients requiring admission will be shared by the Covid-19 Admission Call Centre to the DCAC concerned.
Further, the District Home Isolation Team will inform cases under home isolation requiring admission to CCC/RIMS/JNIMS/Shija Hospital and Research Institute/Raj Medicity, etc, to the respective DCACs, it conveyed.
The memorandum also noted that referral of moderate/severe Covid-19 cases for IE and IW districts will be made directly by the SCAC, while referral of moderate/severe Covid-19 cases from other districts will be channelled only through the SCAC.
The referrals should be accompanied by clinical assessment sheet and treatment history certifed by the DCAC concerned.
Authority letter for such admission will be issued by ofcials of the SCAC.
Admission by the Covid hospital authorities will be done only on the basis of this authority letter, it instructed.
The memo continued that the State Covid Admission Team will maintain an updated list daily of isolation beds and ICUs of all designated Covid hospitals in the state including its vacancy.
Further, each Covid hospital will form a local admission team to assist in admission of patients recommended by the SCAC.
The same team will also be responsible for furnishing the details of admitted and discharged patients daily to the SCAC.
State Health Agency will assist SCAC to liaison with the Covid hospitals in the state to assist in admission of patients, it said.
The memo also conveyed that DCAC will keep ambulances and support staf to assist transfer of Covid-19 patients from home isolation to CCC/district hospital/RIMS/JNIMS/Raj/Shija, etc, as the case may be.
All designated Covid hospitals in the state will follow the discharge policy related to Covid-19 patients adopted by the Department of Health and Family Welfare from time to time, it further directed.
