Vehicles without emission test certificates to be fined

The State government is all set to impose fine on vehicles plying on the roads without Auto Emission Testing Certificates (Pollution under Control Certificate) under the Motor Vehicles Act.
The fining of all vehicles without the Auto Emission Testing Certificate will be jointly taken up by Manipur Pollution Control Board, Transport Department and Police Department.
Under section 116 of the Motor Vehicles Act, all motor vehicles should possess Auto Emission Testing Certificates (Pollution under Control Certificate).
All those vehicles without this certificate are liable to a fine starting from Rs 100 and the implementing agencies are given the power to cancel the road permit and registration of the vehicles.
Speaking to Hueiyen Lanapo, Kh Premkanta, Officer-in-charge, Automobile Emission Testing and Control, Manipur Pollution Control Board, said that the smoke emitted from motor vehicles is harmful to the environment.
So in order to control this problem all vehicles are directed to undergo smoke emission test and get the required Auto Emission Testing Certificates (Pollution under Control Certificate).
An administrative order, to acquire Auto Emission Testing Certificates for all the motor vehicles, had also been issued by the Principal Secretary of the Forest Department in December 2005, he reminded.
He informed that there are three emission testing centres namely Manipur Pollution Control Board, Lamphelpat; District Transport Office, Imphal East and DTO, Churachandpur.
The testing charges vary according to the type of vehicle.
For two-wheelers, Auto Rickshaws, the testing charge is Rs 10, Rs 15 for Jeep and Cars and Rs 25 for heavy vehicles.
The test should be done after every six months.
The testing centre tests the level of carbon monoxide emitted by the vehicles.
If the level is higher than the prescribed rate, the testing authorities will advice the owner to repair their vehicles.
After repairing, the motor vehicle will be given the required certificate, he explained.
He further pointed out that although motor vehicles interms of lakhs are plying in the state, hardly any vehicle has the required emission testing certificate.
Only some of the commercial vehicles posses the required certificates.
