Imphal, December 19 2011:
Ignoring the Gazette Notification issued by the state government and against the order of Court, primary teachers under SSA are set to be recruited by the State Education Department, All Manipur Students Guardians' Organisation (AMSGO) has charged.
Addressing press conference at Manipur Press Club here today, N Tomba, Advisor AMSGO said that the preliminary score of eligible candidates for the post of Primary and Upper Primary teachers under Sarva Shiksha Abhiyan (SSA), which was declared on December 10 last, was in violation of the High Court order.
It had also ignored the Gazette Notification issued by the state government.
Tomba pointed out that according to the Gazette Notification of the state government issued on April 7, 2011 by T Ranjit, Additional Secretary, DP, the essential qualification of a primary teacher should be 10 plus 2 passed, Elementary Education, Two years Diploma Course in Special Education and TET pass.
But contrary to the Gazette Notification, the criteria for diploma course in Elementary Education, though, included in the advertisement for recruitment of primary teachers under SSA issued by Suresh Babu Principal Secretary, Education (S) has been placed.
as desirable qualification instead of essential qualification.
This is to create room for corruption and destroy education at primary level, he alleged.
Tomba also enquired as to why the Principal Secretary has placed Bachelor of Education as an essential qualification in the recent recruitment of graduate teachers under RMSA but desist from making the Diploma in Elementary Education essential qualification for primary teachers.
This clearly indicates that the Principal Secretary is taking the laws of the land into his own hands and he could be booked for this act, Tomba noted.
Furthermore, Tomba pointed out that acting on a writ petition filed jointly by Salam Nirmala, Huidrom Sanatombi and Huidrom Memsana, a Division Bench of Justice Rishikesh of Gauhati High Court had on November 23 last issued a directive to the state government to halt the recruitment results of the primary teachers.
Again on December 15, a Division Bench of Justice TNK Singh issued another interim order banning declaration of the recruitment results of primary teachers until further order of the court.
But ignoring all these orders of the Court, the preliminary score of the primary teachers had been declared.
The marks scored by the candidates have also been indicted, thus making it unnecessary to further declare the final results.
The issue should be tabled on the floor of the Assembly and discussed in detail, he demanded.
