Controversial Primary teachers' DPC result discussed in the House

The controversy DPC results for appointment of primary teachers that surfaced after Hueiyen Lanpao published the result with alleged concealment was prominently discussed in the House of the Assembly when the opposition members rose up the matter as calling attention motion.
O Joy and RK Anand of MPP rose up the matter as calling attention motion.
Saying that it would not be perfect discussing the matter as calling attention, opposition leader Radhabinod Koijam demanded to convert the matter as short duration discussion.
Speaker agreed with the suggestion of the opposition leader.
Raising the matter, Joy recalled that the same matter was discussed in the same House on June 8, 2010 in which the then education minister had asserted that the result published by the Hueiyen Lanpao was an invalid one.
Why government decided to appoint candidates who cleared the DPC on contract basis based on the result published by the newspaper.
He further asked where the report of enquiry conducted by a committee constituted by the government had gone.
The government decision has created confusion, he added.
It was not an easy matter, RK Anand said asserting that the controversy surfaced at a time when the government as well various sections of the society is raising their voice for bringing quality education in the state.
The government decision to appoint the candidates as primary teachers based on the result published by Hueiyen Lanpao indicated that the result was an original.
A clear cut statement of the government regarding the matter should be placed in the House, he demanded.
His demand was supported by MLA Ng Bijoy and Th Shyamkumar.
Shyamkumar talked about the important of primary teachers in shaping the future society.
If the mistake is corrected well in time, people will blame the members of the House, he said.
MLA N Mangi asked on what basis and based on which legal process, the teachers are to be appointed on contract basis.
In reply to the discussion, CM Ibobi said that there was no question of legalization and regularization of the result published by the Hueiyen Lanpao.
Government took the decision as the session of the schools are to be begun soon and considering the shortest teachers in the government schools.
The arrangement is a temporary one.
The inquiry is going on.
The committee has been asked to ensure submission of its inquiry report before March 31 next.
Action will be taken up based on the finding of the inquiry.
Government will consider for relaxation of five years for the candidates who were appointed on contract basis, he added.
