Imphal, August 22 2018:
Manipur Information Commission (MIC) has slapped a deadline of 30 days to the SPIO of the Board of Secondary Education Manipur (BOSEM) to provide all the necessary information regarding an RTI application which was filed in connection with some inconsistencies in the certificates issued to some candidates by the Board after it came to light that BOSEM allegedly neglected the RTI application.
According to a reliable source, the direction of the MIC came as a result of an appeal filed by' one S Surbala Devi on August 15.The source informed that on February 17 this year, S Surbala filed an RTI application to BOSEM Secretary/SPIO demanding information regarding the Class X certificates submitted by some candidates during the recruitment in Department of Health Services.
However, the SPIO failed to provide the necessary reply within the normal deadline of 30 days from the date filing the RTI application, or to reject the application.
As a result, she filed her first appeal to the First Appellate Authority on March 26.The source continued that after the appeal was filed, she receiyed a reply from BOSEM Secretary/SPIO that her application had been rejected on the ground that she did not possess the necessary right to privately assess the reliability of the certificates.
It also mentioned that if the appeal had been made by a related Department, the information would be made readily available, the source added.
Unsatisfied with the reply of the SPIO/Secretary of BOSEM, S Surbala filed an appeal to MIC.
After conducting four hearings regarding the appeal case, MIC passed an order directing BOSEM SPIO/Secretary to provide all the necessary information regarding to the applicant within a period of 30 days, the source added.
