AFSPA against international covenants : PREPAK

Imphal, October 23 2014: Greeting the people on the occasion of the United Nations Day, the proscribed People's Revolutionary Party of Kangleipak (PREPAK) has appealed to all to renew the pledge to carry on the people's struggle.

Citing the events leading to the formation of UNO, a statement issued by the Asst Secy, Publicity and Propaganda of PREPAK, LeibakNgakpa Luwang said the main objectives of the UN was to promote peace and security in every country of the world, friendly relations among the member countries, human freedom and rights, and equal development of all.

Besides promoting friendly relations, the UN has endeavoured that rights of the people and the right to self determination are respected.

From 50 member countries in 1945, the UN grew to 185 member countries in 1995 after its commitment to the right to self determination.

There are 194 independent countries under the UN including Palestine now.

Despite the US and Israel's stand against Palestine achieving the member status of the world body, the UN passed a resolution upgrading Palestine to a non-member observer State status on November 30, 2012 wherein 138 countries out of the 193 countries voted in favour of the move.

The world has shown support to the efforts of the UN to make Palestine a permanent Nation State, it said.

The UN has time and again committed itself to many anti-colonialist measures since the UN General Assembly's Declaration on the Granting of Independence to Colonial Countries and People on Dec 14, 1960 .

People have their own right to determination.

They are free to determine their future, LeibakNgakpa Luwang asserted.

Although the UN has made it clear that subjugation of people is in contravention of the UN Charter, India is yet to follow the UN charter-International Court of Justice Statute Article 38, in letter and spirit, the statement alleged.

Being legitimised by international convention, the independent movement of Kangleipak-which existed as an Independent Nation State since long time back before India 'annexed' it on Oct 15, 1949, would surely succeed one day, it asserted.

The mass movement, although slow in pace, is gaining momentum.

India is well aware that the movement of the people, being legitimate, cannot be suppressed, it further asserted.

High officials of the Army are convinced that the movement cannot be subdued without repressive laws like AFSPA.

Recently, the GOC of 3 Corp, Lt Gen Bipin Rawat remarked that AFSPA is necessary to tackle the movement of Kangleipak by the military.

The remark is self evident that the mass movement cannot be curbed with the might of the military without AFSPA, the statement maintained.

Although Lt Gen Rawat said that revolutionaries are our brothers who are misled, he on the other hand conveyed his wish that AFSPA be imposed in the entire State by re-imposing the Act in the seven Assembly segments.

This signifies that the Army have a firm stand to outwardly preach brotherhood while their inner intention is to obliterate the people.

They are shedding crocodile's tears.

Urging the people to remain alert against such ploy, the statement said AFSPA is used as a tool to suppress and torture the people in contravention of international laws.

The UN Declaration on the Granting of Independence to Colonial Countries and People is defeated by AFSPA, it alleged and added that AFSPA is totally against the provision of ICCPR that forbids punishment of anyone before a free and fair trial.

Uttering that people of WESEA are brothers and imposing AFSPA on the other hand is more than indicative that India is talking in double tongue.

Such a machination is a means to achieve a hidden agenda of the 'military Government' in the guise of democracy to obliterate the people.

The manner in which India turns a deaf ear to several recommendations to repeal AFSPA including UN Special Rapporteur Rashida Manjoo's shows that the movement is gaining momentum and no force on earth can suppress the movement of the people who were once independent under the scope of international law, it said.
