Imphal, July 13 2016: The Department of University and Higher Education, Manipur is trying to strengthen the existing colleges so as to achieve the objectives of the National Policy on Education, 1986 and the Programme of Action, 1992, stated C Arthur W, Director (U) while addressing a press conference held here today at the DIPR complex.

He said there are 86 higher educational institutions including 28 Government colleges, 12 Government-Aided colleges and 33 private colleges.

Virtual class rooms will be opened in five colleges, viz, Cl College, Churachandpur College, DM College, Pettigrew College and YK College once adequate internet facilities are available so that a class taken in a college can be seen in other colleges.

It will be an interactive session, hence good internet facility is required, he added.

The Dhanamanjuri University Bill may be introduced in the ensuing session of the Manipur Legislative Assembly which will be a State University formed by clustering DM Colleges along with GP Women College, LMS Law College, etc.

under the relevant component of Rashtriya Uchhatar Shiksha Abhiyan (RUSA) .

The scenario of Higher Education in India has been changing very fast, and to cope with it and also to improve teaching-learning environment, modem IT facilities have to be introduced in all the colleges.

To help students get jobs, the Department is planning to take up a few schemes to offer skill-oriented training programmes along with their normal courses of study.

For skill oriented courses, DDU Kausal Kendra/Community College/B.Voc.Courses are opened in some of the Govemment/Govt.Aided Colleges under University Grants Commission (UGC) funding.

The enrolment in 2011-12 was 36,569 which increased in 2015-16 to 59,518 .

Recruitment of 280 posts of Assistant Professor is in the final stage and the results will be declared once High Court gives its verdict.

Proposal for recruitment of 327 posts of Non-teaching (inclusive of 20 posts of Librarian) has been made to the Government.

418 Part-time Lecturers of Government Colleges have been regularized.

290 additional teaching and 100 additional non-teaching posts in respect of 12 Govt.Aided Colleges have been created.

There are thirty departments under six schools of Manipur University offering courses leading to the award of Master's Degree in Arts, Science, Commerce, Computer Applications, Business Administration, etc.

Manipur University awards degrees of Master of Philosophy (M.Phil) and Doctor of Philosophy (Ph.D) in various disciplines.

The University also offers studies leading to the award of Bachelor's Degree and Master's Degree in Library and Information Science.

In the tertiary stage of education, a variety of courses are being offered to students in 36 subjects in 73 colleges imparting general education, Law, Teacher Training, Commerce and Arts .

Semester system has been introduced in Under-Graduate courses from the academic session 2010-11 .

The Indira Gandhi National Open University (IGNOU), in collaboration with the Department of Higher Education, has opened study centres for distance education.

PG courses are provided at the DM.

College of Science and LMS Law College.

As a pilot project of the Government of India, two Community Colleges were opened at Churachandpur College, Churachandpur and DM.

College of Science, Imphal for imparting short term skill oriented courses .

The department is also taking up to fill up all the vacant posts of Principals.

Rashtriya Uchhatar Shiksha Abhiyan (RUSA) was launched for reforming Higher Education system of the country by focusing on access, equity and excellence.

The Department sponsors various co-curricular activities over and above the academic programmes of the students, such as, sports, debating, quiz competitions, song and literary competitions, etc.

The department took up works related to construction of science laboratories and academic buildings at eleven Government Colleges under SCA funding.

The Ministry of DoNER, has retained the following projects for funding NLCPR viz, infrastructure development of three Government colleges in the hill districts at a cost of Rs 11 crore, seven Government Colleges in Manipur at a cost of Rs 10.18 crore, indoor stadium at Hill College, Tadubi at a cost of Rs 3.09 crore and infrastructure development of 2 8 Government colleges in Manipur at a cost of Rs 39.55 crore.

The NEC has retained a project, namely - "Construction of Model Library" at Pettigrew College, Ukhrul and Modem College, Porompat with a project cost of Rs 2.50 crore each.

DPRs for the same are being submitted very soon.

During the recent floods, United College, Chandel was badly affected.

Proposal has been submitted to the Planning Department for construction of a retaining wall on the banks of Chakpi River touching the boundary of United College and repairing/ renovation of the hanging bridge over the Chakpi River connecting United College, Chandel and the neighbouring villages with funding from RIDF with a cost of Rs.2.30 crore.

Detail project reports for the same are under preparation.

Further, proposal has been made to the Planning Department for infrastructure upgradation of Oriental College, Imphal, the only autonomous College in the state with a proposed project cost of Rs.20 crore for funding under EAP.

Besides the above major infrastructure developments, minor infrastructural works were taken up in different Government Colleges as well as Govt.Aided Colleges from the State fund.

This includes renovation of old buildings, classrooms, laboratories, internal roads and library buildings with Rs 335 lakh.

The Department has set up a Students' Career Guidance Cell in the Directorate of Higher Education, Imphal specifically for the welfare of the bonafide.

There are 320 vacancies of Assistant Professor as on February 28, 2016 which has adversely impacted Higher Education.

Large scale migration, drop-out and absenteeism at the Graduate/P.G.level are attributed largely to inability to diversify/expand higher education in terms of phasing out of traditional courses or introduction of relevant/job-oriented courses.

Restructuring of existing courses and introduction of new integrated and job-oriented courses are being considered by the Manipur University as recommended by the Manipur State Higher Education Commission.
