Despite the "stir mode" of Government employees over the demand to implement the 7th Pay for the State Government employees, the employees and staff of Manipur Secretariat are starting to arrive and leave the office at more punctual timings than usual after Chief Secretary Dr J Suresh Babu assured to implement stringent procedures to improve the office procedures.
The Secretariat's General Administration Department (GAD) had issued an office memorandum on April 27, after Dr J Suresh Babu was appointed as the Chief Secretary, to fix the pay Bill of the Secretariat employees based on the record of the biometrics attendance system.
As per the memorandum, the employees have to input their signatures on the biometrics attendance system before 9.45 am while coming to office, as those who fail to do so would be marked as late arrival.
On the other hand, employees have to input their signatures by 5.15 pm in summer (from March to October) and by 4.45 for winter (from November to February).
The employees who leave earlier than the stated time would be marked as early departure, the memo added explaining that an employee who has more than two late arrival or early departure per month in his/her record, will be counted as having taken half day casual leave.
Following the steps taken up by the authority, the arrival and departure timings of the employees of Manipur Secretariat have improved drastically.
While many employees used to leave early due to alleged lack of work, they are now forced to wait for the end of the office hours to input their signatures.
As a result, scores of employees can be seen waiting to input their signatures in the biometrics attendance systems installed at the two Secretariat blocks nowadays.
The memo explained that earlier, the employees seemed to ignore-repeated directions to be punctual despite the presence of the biometrics attendance systems.
Taking this into consideration, it was informed that the employees of the Secretariat would be paid based on their biometrics attendance record (which are Aadhaar linked") from the month of May.
The information contained in the biometrics attendance systems installed at Manipur Secretariat, is maintained by Informations Technologies Department and is overseen by GAD.
The office memorandum instructed the IT Department to download the employees attendance data and to send it to the GAD before the 10th of every month, based on which the employees would be paid.
It also instructed the Departments to stop using register systems for recording the attendance of the employees.
Employees who did not register with the two biometrics systems installed at Manipur Secretariat were also directed to register at the earliest, failing which their pay would not be calculated from this month.
However, drivers assigned to Minister and officers are exempted from the need of registering in the biometrics attendance systems at Manipur Secretariat.
According to a source, Manipur Secretariat has around 900 employees under GAD, apart from a number of staff from various Departments sent to assist the Ministers and officials at the Secretariat.
On the other hand, some employees at the Secretariat have said that the steps taken up by the Government may cause inconvenience to some individuals but will be good for the State in the long run.
