Imphal, May 09 2012:
Governor Gurbachan Jagat has reportedly disapproved the State Cabinet's proposal for appointment of Parliamentary Secretaries from amongst Congress MLAs who failed to make the cut in the Ministry expansion.
On May 2 the State Cabinet formulated Manipur Parliamentary Secretary (Allowances, Appointment, salary & Miscellaneous Provision) Ordinance 2012 and proposed the same for the Governor's assent.
On approval, the Ordinance would have entailed requisite official processes for appointment of Parliamentary Secretaries of about 6-7 MLAs but the Governor rejecting the Cabinet proposal suggested revision of the proposal contents, said an informed source.
Even though the Chief Minister called on the Governor on the said issue this afternoon what transpired at the meeting could not be confirmed at the time of filing this report.
It is informed that the State Cabinet would be meeting on May 11 to review rejection of the Ordinance proposal and to re-submit another recommendation to the Governor.

It is pertinent to mention that the Home Minister Gaikhangam had already clarified that an Ordinance with the Governor's assent is a necessity to not only ensure expeditious appointment of the Parliamentary Secretaries but also to avoid legal complications, if any.
On the otherhand, the source confided that with the present Parliamentary Secretary Act 1972 being obsolete, certain amendment is needed thus necessitating formulation of the new Ordinance.
It is also informed that there is no restriction on the number of Parliamentary Secretaries as the appointment is the prerogative of the Chief Minister of the State.
Parliamentary Secretaries are appointed to assist Ministers in discharging their work and they enjoy the status of Ministers of the State.
