Welcome Drafting Committee of Bill for Protection of Manipuri people

Delhi Association of Manipur Muslim Students (DAMMS) on behalf of the Manipuri Muslim Students residing in Delhi-NCR welcome the recent development of the Manipur government to constitute the State level Drafting Committee of the Bill for the Protection of Manipuri people. DAMMS appreciate the government’s initiative for the protection of Manipuri people against the continuous influx of illegal migrants in the state since last few decades.
While we appreciate the positive step taken up by the state government, we are also deeply concerned with the seemingly deliberate and systematic attempt to sideline the Pangal community by not including a single Pangal representative in the said drafting committee.
It is very evident that the need for a proper legislation for the protection of indigenous people of Manipur state has long been felt by all the indigenous communities. Manipuri Pangals have been associating the landmark ILP movement from the beginning of the struggle.
The Manipur state have been a pluralistic society where the multicultural ethos survive for the centuries. History has its own beautiful record of equal participation of all communities including Pangal in the
drafting of Manipur state constitution Act of 1947.
DAMMS has also been observing a disturbing trend of systematic negligence and deliberate attempts to inflict the sentiments of Pangal community by the Manipur government in many recent instances. Such actions of the government create an unnecessary apprehension to the community and produce a trust deficit between the government and the Pangal community.
Although, it is learnt from different sources that the Chief Minister himself has recommended to induct Alhaj Abdul Nasir, MLA into the drafting committee, we hold the view that enough damage has already been made to the sentiments of the Pangals. It has become an obvious question in the minds of the Pangals that why in many instances this particular community needs to prove its indigenity and ask for proper and rightful representation.
DAMMS urges the state government to take an inclusive approach in dealing with the issues which are concerned to every communities of Manipur. We firmly believe that the state government would work for an inclusive, just and progressive society where all the sentiments of all the communities are taken care of.
