Ambassador Gautam Mukhopadhaya retired from Government in May 2016 after 36 years in the Indian Foreign Service serving in various capacities in Indian Embassies in Mexico (1982), France (handling the Festival of India in France, 1985-86), Cuba (1986-89), and the Permanent Mission of India in New York (1996-99), the Ministries of External Affairs and Defence in India, and as Ambassador of India in Syria (December 2005-January 2009), Afghanistan (July 2010-May 2013) and Myanmar (June 2013-May 2016). He is an alumnus of the National Defence College of India (2001), and has also worked in the UN Headquarters in New York as a Consultant on Social Development (September 1999-August 2000) and as a Visiting Fellow at the Carnegie Endowment for International Peace in Washington DC, (October 2009-March 2010). He re-opened the Indian Embassy in Kabul in November 2001 as Charge d’Affaires after the ouster of the Taliban in Afghanistan and returned there as India’s Ambassador to Afghanistan from July 2010 to May 2013. He retired as India’s Ambassador to Myanmar in May 2016. His wife, Nengcha Lhouvum also served in the Indian Foreign Service and served as India’s Ambassador to Lebanon, Serbia and Indonesia from where she retired in May 2017. He is currently Senior Visiting Fellow at the Centre for Policy Research, an independent policy think tank based in Delhi, focused on the North East India, South East Asia, Afghanistan and China.

Mr. Khin Zaw Win is currently the Director of the Tampadipa Institute, working on policy advocacy and capacity building since 2006. His current engagement includes, communal issues, nationalism and international relations. He served under the Department of Health, Myanmar, and the Ministry of Health, Sabah, Malaysia and did the Masters in Public Policy programme at the National University of Singapore. He has held a fellowship with the Friedrich Ebert Foundation (New York office) and was also a UK FCO Chevening Fellow at the University of Birmingham.

Mr. Pradip Phanjoubam is a founder of Free Press School of Journalism (2019) and FPSJ Review of Arts and Politics web portal (2020). He holds a diploma journalism from Times Research Foundation Institute, TRFI for Social Journalism: 1985-86, was a sub-editor Economic Times, New Delhi in 1986. Worked for several other newspapers in different capacities. In 1996 he launched Imphal Free Press English daily as editor and shareholder. Currently he is a consultant with an Indo-German project of preservation of watersheds of major rivers in Eastern Himalayas.

Prof. (Dr.) Nehginpao Kipgen is Executive Director of Center for Southeast Asian Studies, Jindal School of International Affairs. His academic research focuses on Asia, with specialization in Southeast Asia and Burma/Myanmar. He has presented papers and served as chair and discussant in several international academic conferences, including International Political Science Association (IPSA) and International Studies Association (ISA). Since 2013, Dr. Kipgen has served as a “country expert for Burma/Myanmar” for Varieties of Democracy (V-Dem), a collaborative academic research project of the Department of Political Science, University of Gothenburg (Sweden), and the Kellogg Institute, University of Notre Dame (USA). Dr. Kipgen was awarded scholarships by Open Society Institute, New York; Prospect Burma, London; and the U.S. State Department for his Masters and Doctoral programs. He is also a recipient of International Writing Award from Earth Community Organization, Canada.Dr. Kipgen has published four single-authored books in Routledge (Taylor & Francis), Oxford University Press, and Ruby Press; 22 peer-reviewed academic articles.

Dr. Rahul Mishra is a Senior Lecturer at the Asia-Europe Institute, University of Malaya, Kuala Lumpur. He is also the Coordinator, International Master’s in European Regional Integration (IMERI) programme. Prior to this, he was a Consultant with the Foreign Service Institute (FSI), Ministry of External Affairs, Government of India. Before joining the FSI, Dr. Mishra worked with the Indian Council of World Affairs (ICWA). Recipient of the prestigious 2015 Asia Fellowship of the East-West Center in Washington D.C., and the Korean Government Fellowship (2016). His latest publications include India’s Eastward Engagement from Antiquity to Act East Policy (Co- authored with Prof. S.D. Muni, SAGE Publications, 2019). His co-edited books include: The Peacock and the Garuda: An Overview of India-Indonesia Relations, BCIM-Economic Corridor: The Road Ahead, and Integrating Northeast in India’s Act East Policy.

Dr. Samatha Mallempati is a Research Fellow in Indian Council of World Affairs. Her research areas include developments in India’s neighbourhood, foreign policy with a specific focus on Sri Lanka, Maldives and Myanmar.
