Scrutinize Licensed Gun Issuance and Licensed Gun Holders

Youth’s Forum for Protection of Human Rights (YFPHR) regret to appeal repeatedly to the Government of Manipur with regard to the increase of gun crime committed by the licensed gun holders and unauthorized gun holders in the state of Manipur.
It could be learned that on the 5th of January, 2023 at around 9:30 pm a woman was shot by her lover who happened to be a police personnel of the state government of Manipur. The injured woman loss her consciousness and now in coma, she is now treated at the Hospital because of the bullet injury.
By the time of incident the accused Police Personnel was in his service uniform along with his service gun which is meant to protect the civilians. It is believed that the firing was intentional having an aimed to kill the woman as there are three places of bullet injury, one on the right chest and two on the rights side of the neck.
It is very unfortunate that we could witnessed series of gun violence in the state of Manipur beside tireless efforts are made by the Department of Home, Government of Manipur. Therefore, it is crucial to identify the loop holes on why there is an increase in gun violence in the state of Manipur.
We cannot deny the fact that the people of Manipur has prolonged been subject to violence ever since the AFSPA, 1958 was imposed and violence were committed by the Indian Armed Forces, State Forces and Non State actors. The Hangover of the gun violence must end immediately.
As YFPHR have appealed earlier and further would like to lay down few area of urgent attention:
1. Urge the government of Manipur to bear all the medical expenses of the victim woman as the victim belongs to the marginalized section of our society and on the other hand the injury was committed through the Government Service Allotted Gun.
2. Urge the Department of Home and Deputy Commissioners of all the districts to revisit the criteria of providing licensed gun and the individuals who have already obtained the licensed gun in the state of Manipur.
3. The Government of Manipur must take the accountability of the incident and urge to terminate the ASI immediately instead of his Suspension.
