Rejoinder to NDPP [15 October] : NPF

1. Action speak louder than words and if the correlated motto ‘Facta Non Verba’ of the Nationalist Democratic Progressive Party (NDPP) regarding the adage is any indication concerning the utter failure of Chief Minister, Neiphiu Rio and his never-ending promises, the Latin phrase better suited for Rio and his NDPP will be ‘Verba Non Facta’ given the fact that his promises were all words and no deeds.
2. With the sole intention of fooling the citizens of Nagaland at face value while giving credence to the high sounding call for ‘change’ as the gospel, Rio made several tall promises of deadlines and targets for achievement. As obvious as it sounded, it was nothing but a bluff and a mockery to the intelligence of the citizens which boils down to the fact that a phrase like ‘Facta Non Verba’ is the last maxim a person like Rio and his NDPP Party should opt for.
3. While effective Governance is based on how Government conduct public affairs and manage public resources, Neiphiu Rio’s approach is built on ‘words and not deeds’ even as his promised 100 days passed by without achievements, leaving behind the end result of his poor Governance for all to see. One is only made to recollect the Nursery Rhymes ‘A man of words and not of deeds is like a garden full of weeds’ written by Percy B. Green on Charles II, who at the beginning of his reign promised religious Dissenters freedom of conscience but later began to persecute them.
4. Neiphiu Rio’s promise of a new Nagaland State Sports Policy to be implemented in the State within 100 days’ time has failed to see the dawn of the day. Except for his sugar-coated bragging before the public every now and then, the latest being at the closing function of the NE Zone Inter-State Badminton Championship in Dimapur on Saturday, nothing concrete has come out till date.
5. Neiphiu Rio’s intention to bring all Sports Associations and Federations in the State under the Nagaland Olympic Association, where he has been the permanent President since the year 2003, is a self-seeking initiative for wealth accumulation. What otherwise explains the massive price escalation of Cricket Stadium at Sovima from Rs. 25 Crores to Rs. 75 Crores which was executed by his close kith and kins in the guise of promoting Sports in the State? Even the land initially donated for construction of the Stadium by Rio was later compensated at a startling value of Rs. 35 per sq. ft. against the prevailing price of Rs. 11 per sq. ft. in that area then. To top it all, it is learnt that more Fund is being allotted for the said Stadium yet again.
6. The construction of Multi-Disciplinary Sports Centre (Stadium) at DC Court area, Dimapur allotted by Rio to one of his close associates yet again commenced some 15 years back and remains incomplete till today. The plan to set up a Sports University as per its Common Minimum Programme (CMP) released in May 2018 is another wealth-accumulation tactic of Neiphiu Rio.
7. Therefore, instead of harping on a new Sports Policy which is nothing short of a money-spinning policy given the past records, it would do a lot of good to the citizens of Nagaland if Rio can bring to light the status of 5 Projects amounting to Rs. 31.05 Crores meant for Sports infrastructure development in the State. As the President of the Nagaland Olympic Association, Rio must also tell the citizens of Nagaland how he managed to obtain Rs. 3.5 Crores for conduct of the 1st Nagaland Olympics held at Dimapur in 2017 and the total expenses incurred on Awards, accommodation, food, transport, etc.
It is said, " A drowning man make lots of splashing sounds before finally getting drowned ", and here is the exact replica of a person who is getting lost in his own creations of enormous problems which is ultimately pulling his hair down.
