Taking sight of myriad issues of corruption, a spate of sexual assaults on women, breakdown of law enforcing agencies and a plethora of scams, the Bharatiya Janata Party, being a Party, well entrenched in public-ethos, ought to spell out our innards and visceral pains.

CORRUPTIONS:
Un-deterrent rampant corruptions are prevailing in all aspects of administration. Cost of employment is sky high; Rs. 30 to 40 lakhs for Sub-Overseer, Rs. 25 to 30 lakhs for Sub-Inspector, Rs. 17 to 20 lakhs for Staff-nurse and lakhs for contractual posts. Files do not move without money. The Chief Minister, having transferred all the funds in the account – 8449, liberally spending out at an exorbitant rate. Percentage of umpteen works for engineers, bureaucrats officers etc. is a must for a cheque-leaf.

SEXUAL OFFENCE (against women):
Even an under-5 child is not excepted. Rape, molestation, stalking, voyeurism, acid-attacks and what nots on women and these news-items occupy an ample space in the dailies every day. A social phenomenon, being aggravated by law and order breakdown has been on the rise. Even a wild beast whom human beings remark wrongly for sexual assault, has a better sexual orientation and it is never heard a robust lion molesting a cute female. Factors behind the trend are – dearth of effective legal system, failure of framing charges against the culprits. Shri Ibobi! Where is your Fast Track Court or is it only a forgotten phrase.

HOME DEPARTMENT:
Wild police-stories of – steeling iron rods, involving in rape, being instruments of insurgent outfits in serving demand letters, hurling grenades to the public, looting of money, disguising as underground-cadres, trafficking narcotic substances and contrabands etc. Root cause is the bizarre recruitment – a lump sum amount for physical test, written test and viva-voice. A huge spending is necessary for the ultimate recruitment. Even drug-addicts are recruited through the system. The police-personnel are brave enough for “Bravery Award” for which they are indulged in extrajudicial killings (1528 cases already with evidence) with the unique history of 9mm pistol, 5 live rounds, 3 empty rounds or a Chinese hand-grenade.

It is a vivid example that the police personnel are brazen enough to use the weapon at will that one Lisam Mala Devi, Chairperson of Thoubal Child Welfare Committee ran after Mala and fired upon her.

MENACE OF NARCOTIC DRUGS:
The story began with Methaquanalones, morphine injection and then heroin (alias No.4/Brown Sugar) which were imported. Phensedyl and other codeine-containing cough syrups preceded Spasmoproxyvon (SP). Smuggling of Acetyl anhydride from outside the state to Myanmar via Manipur was a silent happening. And now it is Pseudoephedrine which is providing a lucrative business.

There has been a series of Pseudoephedrine haul and it has become historic that one son of Congress MLA Shri T.N. Haokip, a Colonel Ajay kumar Chaudhary, PRO of Defence Wing and a team of Commando etc. were apprehended with Pseudoephedrine worth crores of Rupees. Officer-in-charge Inspector Ranjit of Special Investigation Team (SIT) was immediately transferred after disbanding the SIT for capturing Pseudoephedrine worth Rs. 3 crores at Imphal Airport, eliciting the alleged involvement of a relative and dear ones of the Chief Minister. Honesty and sincerity on the part of the Home Department and strict vigil at “transit-areas” are called for to alleviate the situation.

SCAMS:
During the Congress regime, scams usually flourished up to the extent to tag India as a “land of scams”.

2G SCAM:
Pricing and selling of 2nd Generation Spectrum was done by Telecom Minister in full circle in the knowledge of the Prime Minister. Free hand was given to telecom Minister – A. Raja who arbitrarily changed “cut-off-dates”, awarded ineligible companies and applied the cheap rates of 2001 in 2008-allotments. The Telecom Minister was over-confident and even he responded to the Finance Minister quoting that he was authorised to finalise the details of the recommendations as per a Cabinet decision of 2003. Being miffed, the Finance Minister wrote to the Prime Minister about the closure of auction as if the chapter of 2G was closed. The CBI took sight of the scam in the tune of Rs. 1.76 lakh crores. The Supreme Court parri passu also took up a PIL on the basis of CAG reports and directed the CBI to nab A. Raja, the Telecom Minister.

A. Raja as well as other members of the JPC wanted him to appear before the JPC but the request was rejected. The Prime Minister eluded the very JPC which he claimed to be the institution to probe. Nor the JPC called upon the Prime Minister for his appearance. The JPC Chief, PC Jacko rather submitted a report saying the exoneration of the Prime Minister and mentioning of Shri Atal Behari Vajpayeeji leading to the loss of Rs. 40,000 crores in the spectrum allotment during his tenure. This gave a jolt to BJP who in turn will not leave any stone unturned to drag out Shri Manmohan Singh, the real culprit of the scam.

COALGATE SCAM:
During the PM’s tenure of also holding Coal-portfolio (2004-09), he appended sanction of all the 142 coal-blocks and allotments were made to the families, friends of UPA-Ministers and a few companies and traders who were in fact not the “end-users”.

The scam hit the headlines when CAG dug out the irregularities to the tune of Rs. 1.86 lakh crores. BJP made a complaint to the Central Vigilance Commission (CVC) which in turn engaged the CBI for the probe. Ultimately the matter came to the Supreme Court and the Govt. being faulted by the court, 122 licences were cancelled.

The Apex Court further ordered the CBI to put up a status-report in affidavit without consulting with any authority. On 26th April, 2013 the CBI Director submitted the affidavit, admitting that the draft-report was shared with the Law Minister and one Joint Secretary each of the Finance Ministry and Coal Ministry. Harin Raval, Additional Solicitor General and also the counsel of the CBI submitted a letter to the Apex Court claiming that no consultation had been made. The affidavit being ignored by the Apex Court and a fresh affidavit is asked for to submit by 6th May, 2013 for hearing on 8th May, 2013. Harin Raval resigned on the ground of making him a scapegoat for the Attorney General thereby intensifying the headaches of the UPA-govt.

The Prime Minister deserves resignation on moral ground for being the mastermind of the scams and his only consolation is his innocent look.

LOKTAK PHUMDI CLERANCE SCAM:
Much has been talked about the Loktak Development Authority and the govt. being hand-in-glove with LDA to swindle a huge amount from the scam worth Rs. 240 crores. The tender was awarded to one K-Pro Infra Works Pvt. Ltd which happened to be the only firm who joined in the fray. K-Pro is a firm established only 4 days before the tender and it claimed that it was Delhi-based and stationed in an address which was physically not existent. The firm cleared phumdis to a negligible extent by destroying the phumdis huts.

It appears that K-Pro Infra Works Pvt. Ltd is the one who was so established for the purpose of pilfering money from the public-exchequer. CM Ibobi, the Chairman of LDA must be held responsible for the whole mess and BJP will not tolerate his silence in the scam. The sufferings of the dependent fishermen of the lake is being shared by BJP always. Ibobi destroyed the huts in the floating hut-dwellers over and above the ruling of the High Court to maintain status-quo. If Shri Ibobi, the Chief Minister of Manipur is above the High Court, is questionable.
