Petitions to CM to revoke breach orders in Directorate of TAH and Edn-S

for rectification of protocol in the office of Directorate of Tribal Affairs and Hills (TAH), Govt. of Manipur.
Hon’ble Sir,
With due honour and regards, the Thadou Students’ Association, General Headquarters (TSA-GHQ) have the honour to state few lines for your kind perusal and immediate necessary action there of :-
1. As per tradition, rule and protocol and with the approval of the government in respect of Directorate of Tribal Affairs and Hills, the Head of Office and Drawing & Disbursing Officer (HOO & DDO) is always given to the senior most officer, next to the Director i.e, the Joint Director. Therefore, Joint Director of Tribal Affairs and Hills (TAH) is the HOO &DDO in place of Deputy Director, TAH vide government standing order No. 1/12/2011-TA&H dated 24th December, 2011 (order copy attached herewith as Annexure - I).
2. It is learnt that, thither is a report of officers vying for the post of HOO & DDO in respect of Directorate of TAH during the last one year between the officers. This has caused tremendous problems in the functioning of the office. The government has also breached the rules framed by themselves (Annexure – I) in an order No. 26/38/2019-TAH(MISC) dated 29th August, 2019 issued by the Secretariat, Tribal Affairs and Hills (order copy attached herewith as Annexure – II) by appointing Mr L. Rajendro Singh, the junior most Deputy Director as the Joint Director. We are strongly against this breach of power by the administrative department.
3. It appears that there is hatred towards the present Joint Director i.e, Mr. Kaikho Mao by his higher-ups. He should not be victimised just by mere assumption. If at all there is any charge levelled against him should be dealt officially, through proper channel or maybe through a Departmental Enquiry or Vigilance and Anti-Corruption Police Station but not by violating the rule and protocol of the department thereby appointing the junior most as the HOO & DDO.
Therefore, in light of the above, we hereby appeal the authority to immediately revoke the order before 14th September, 2019 or the association will not remain a mute spectators.

for rectification of statute in the office of Directorate of Education (Schools),
Government of Manipur.
Hon’ble Sir,
With due honour and regards, the Thadou Students’ Association, General Headquarters (TSA-GHQ) have the honour to state few lines for your kind perusal and immediate necessary action there of :-
1. That, as per Manipur Gazette extraordinary notification published by the authority vide dated Monday, July 11, vcfby the Government of Manipur, Secretariat : Education Department (School Section) (copy enclosed herewith as Annexure – A/1 & A/2), Director of Edn – S is the ex-officio and Additional Director (Hills) & Additional Director (Valley) is the heads of departments for schools in their respective jurisdiction. The same notification also allocate duties and responsibilities between the Director and Additional Directors of Edn-S Department so and to streamline and strengthen the functioning of the department. And, the power of Drawing and Disbursing Officer (DDO) has been made to both the Additional Directors in their respective jurisdiction i.e, Valley & Hills.
2. That, contravention of such honourable order as stated above, the Director, Edn-S has overlooked and issued a contradictory order on 12th January, 2018 as regards to allocation of works in respect of the Directorate of Edn-S (copy enclosed herewith as Annexure – B/1). We are strongly against this breach of power by the Director, Edn-S.
3. That, the failure to conform to the extraordinary gazette of July 11, 2016 pertaining to allocation of works to the Additional Director (Hills) in matters of transfer and posting in the Hill Districts is one prominent reason behind the collapse of government educational institutions in the hill districts of Manipur. Subsequent Directors propensity to usurp in this matter by issuing frivolous intra-department work allotment with an eye to earn some extra bucks further compounded the woes of the schools located in the Hill Districts.
Rampant utilization of teachers from the hills to the valley district is due to the divesting of the Additional Director (Hills) power in this regard as such we are vociferously demanding that the gazette is restored in toto.
Therefore, in light of the above, we hereby appeal the authority to immediately revoke the order before 14th September, 2019 or the association will not remain a mute spectators.
