And his peer negative will be disappearing sooner or later the law and order of the state improved to certain level which will enable him to invite more internationally renowned foreign visiting professionals. The policy related to restricted/ protected area regime (RAP) is reviewed from time to time and appropriate decisions taken keeping in view the sensitivity of area, general law and order situation and insurgency problem of Manipur. No matter looking people of India as Indian while going abroad, within India, we must look the people categorically such as Assumes, Bihari, Punjabi, Tamil etc so that our peer negative of being small community will be disappear. Well, we have VIP culture in Manipur and the rest of India. Some of the North India (UP & Bihar) Upper cast Brahmins playing dominating role in every affairs are Chaturbedy, Tiwari, Trivedi, Tripathi, Dubey, Chaubay,Upadhay, Mishra, Jha, Panday, Sharma etc. The fact is, they lost their nationality and ego too whenever we ask "Mr Jha are you from Bihar?" Delhi is the place where majority are Punjabi-UP-Bihari, Muslim and the rest about 12% of the population from other states.

There are many Delhites ever never visits 'Kutub Minor' Majority of the population are businessman; no one care for others except their own business. A rich smart English speaking person does not mean he is educated. India's literacy rate is very low with compare to Europe. So, Manipur, Nagaland, Mizoram are not concern to him and his business. What unique feature we have for world attention? Or, how many districts of Bihar or Andhra Pradesh can we name? Whatever we know Mayangs in Manipur are mostly low cast Bihari labourers, Bangladeshi Bengali refugees and handful of Marwari. Manipur is the size of 2-3 districts of UP; here also, we are demanding land for Naga, Kuki etc. there is no justification of territorial disintegration and division of Manipur. We often say writer must be patient. Academician must be patient; certainly, there is limit of patient too. It was happen to me while I was working as correspondent during NDA government lost common sense. "Due to law and order problem, WLL phone (now mobile phone) is not provided in Manipur" an answer to parliamentary question of Shri H. Haokip, MP (outer Manipur). So, why not WLL phone in Nagaland? Nagaland has peace, siege fire has been extended. We want WLL phone because of law and order problem and transportation bottleneck. Immediately I contact Asangba Sangtam MP, and Apok Jamir MP of Nagaland; and within a coupe of days visited Dimapur and Kohima to explain about it to S.C. Jamir the then Chief Minister of Nagaland, NGOs and Nagaland media without crossing my professional ethics –a thin boundary between journalism and social worker.

After about one year, Ashok Pradhan, the then Minister of state for communication and IT said "WLL phone service is available in Nagaland and Manipur. 4000 lines capacity is available in Manipur and 1500 lines planned for expansion during 2003-04 and there is no specific difficulty except that the coverage is limited in hilly areas" an answer to un star question no 3057 ( dated 13-08-2003) of Shri H. Haokip . Today, Sachin Pilot, Minister of state for IT and Communication has extended to provide mobile phone facilities to all Nexals affected areas.

Law and order is a concern to be deliberate decisively and not to be exaggerate the policy in public forum, of course, there are certain things that should be appeal to the people using soft skills but tapefully. In Democracy, there is no room for archaic Maoist theory, sometimes it comes to existence when majority of the people are weak in penury condition and ignorance, and their voice can not reach to the authority in right time and place on one side, and government ignored to deliver services to people on the other side; because people are very emotional. Once the problem comes into existence, spreading like epidemic and take times to cure it. Giving them an alternative way of diversion from the existing one way method of their journey and collecting them in a hounurable manner will be the only solution. The duty of Police and security forces are to control law and order only. It should be fight by better idea only. Fight the fundamentals of health problems, ignorance and poverty. Stop corruption in job / recruitment and public distribution system. If you can not touch the heart of them you will never able to solve it because the problem is deeply rooted. A political consensus of all political party is required.

A poor man will like money; a rich man like power; so, he spend crores of rupees in the election and declared elected without any political classes and mandate. An intelligent person also likes power but he has no money. Now, they find one or two ways to get power and easy money. So, Conflict arises because both of them have no mandate and pass the time to attain life long power. Nobody is trying earnestly to teach the life skills of fishing--hook them whatever you can to rule the state as long as possible. And blame the highest authority --are the ways of life. A politician must be saying if we do not spend money in the election we will work sincerely, looking at the hand to mouth living people those having no courage of seasonal harvesting. Taught them the life skills of fishing, everything will all right. Rich people are not concern, weak people can not raise their voice; only middle class vocal about issues. If we still thinks that we will get government job, our life will be trouble. Even life is uncertainty. We must invite some investors for development so that private employees can get better pad package and work culture or be an entrepreneur and show ones talents. Government can be corrected only after our people are strong both in financial, knowledge and mind power and organizational skills.

Certain legal bondage and fear of overtaking government by his political followers/ rival, often posed our leaders as no concern to insurgent outfits. Our political leaders can not say that our political problem must be recognized as S.C. Jamir said; we want special status as Nitish kumar said. Well, Rajdeep Sardeshai, CN-IBN will repeat his joke "People Republic of Bihar? " National media will repeat the question "Are you an Indian? ", the same question asked to Farooq Abdullah. According to nature, if you challenge someone's ego, your success is doubtful but when you challenge someone's conscience, then your success is guaranteed by nature. The power of positive behavior can be triumph over the power of negativity while the power of negativity cannot win anything, it can lead to destruction.

Poor are caught in the middle of the neglect by government and ruthless of outlaws. The place was different, the people were different and what were protesting against could be different; but the testimonies that poured out over days sounded eerily similar as were the stories about police brutality and oppression—a litany of wanton shooting, rapes, torture, arrests with no charges, and invariable being branded Maoist. The behaviour of the state against its people is what prepares the ground for insurrection. To prevent further insurrection, the government should respect certain rights of the people, says Times of India.

While discussing insurgency problem one clearly holds the view that government is bad. The other camp to put it charitably is quite, to put it uncharitably is unconcerned. Because no one likes to catch in the middle of two gun fights be it politician, NGOs or civil society. Home ministry can spend hundred thousands of rupees for police modernization and counter insurgency operation, however, real essence of mass advocacy and public education are ignored to be delivered. Seminars, conference and awareness programmee are wash of money and time in the parlance of ministry because most of the programme can not reach to the real people needed. Media can focus on various issues based on research and analytical views; however, small and medium media can not engage an experience and expert personals due to financial constraints. Whatever published articles in small media are almost individual contribution—sometimes bias and lack of clarity. If it is found to be correct, government should initiate a policy and investment on analytical study and mass advocacy and public education to provide understanding—finally peace and creativity. The mind becomes peaceful when it overcomes desires; true peace lies in the renunciation of desires.

AFSPA is a story of rhythm less bachelor (tan kaiba pakhang gee wari) and paranoia. Be it government or people have no good possession and passing to repeal or amend or remove AFSPA. What does the government get benefit after prolong imposition of AFSPA? Have any law and order improvement? People will remained suffer as long as they live. Whenever Home Minister says "to amend the act in more human manner" The General of Army says "No". Why don't they like the words "more human"? They think that this old coat of AFSPA shield the security personals from terrorist. Give them the level of AFSPA badge while fighting terrorism in Afganistan and Congo. Be it hostile or civilize, they are our own people. The role of army is just to coverage the state police forces. Surprisingly, more and more vocal to lift AFSPA, more and more security forces valued AFSPA—a kind of mental psychosis. When we were children, only two Anti Gunda (Police) did picked up 10-12 Gundas at one time—this also a kind of psychosis. Well, there was a rumour in the past, a great gunda named Raghu Singh was beaten black and blue by a youth; after realizing the old man he had beaten was the great gunda Raghu Singh, the youth beg to pardon again and again—a kind of psychosis.

There is no justification of killing, torture, harassment of civilians by anybody be it Meitei, Kuki, Naga, non Manipuri or animals. Improve your skills and intelligent networks. There are two kinds of insensitivity; confuse vision and thoughtless conduct. A mediator must clearly understand that the first priority is to chiastic attitudes by getting rid of ignorance. This would require experimentation and experience. Mere accumulation of information and even knowledge is not enough. Practice combined with theory yields valuable results. And learning to mediate without proper understanding of the teaching is like trying to climb a tree with no hands. We must know what to mediate on before starting, and for this, we need to have a reasonable understanding of our lineage teaching.

In a sensitive state like Manipur, a minister speech must be precise, and inspiration. We know that most of the ministers are not good speaker and we often patent hearing their confessional speech in many functions. A content writer or speech writer must be the responsibility of this dramatic mistake. At least, mend the presentation, no problem even to read his speech. In the Bible, the book of proverbs has much to say about the values of well chosen words 'a gentle answer turns away wrath, but a harsh words stirs up anger. Speak that which is kindler, the Quoran instruct us, 'a kind word with forgiveness is better than alms giving followed by injury". A commentary on the meaning of these verses says that the tongue affects the ear. The ear affects the soul. The soul affects the entire body. Every word makes an impression on the listener. But the deepest impression made on listener is either a kind word or a harsh word. A politician must know the different kinds of presentation while delivery to political party -- civil society -- students and people.

With feeling of attraction or aversion the ego consciousness crisis, there is a sense of something to defend, represent or enhance. We need to deconstruct the imagined, secure and constructed self into its parts. Their interplay is really what is real and what matters. It is believed that there is thought but not thinker and there is movement without mover. The truth is, ego clashes between ethnic groups and their respective supporters badly damage the situation. If you simply ask to a smart Naga girl "how is Meitei Boys?' The answer is fine. If you simply ask to a smart Meitei girls "how is non- manipur boys ". The answer is same as fine. If you ask twice the answer may be different because they are intelligent and alert too.

We have small, small mistake from my side, your side, individuals, groups, government and all together has become a big problem. Once we are able to re correct our small, small mistakes, then everything will all right. If you have the mind set of being Pakistani in Manipur soil, one Pakistani proverb is "Befriend enemies unless you can defeat them "solve Manipur problem means solve Kashmir problem—all India Maoist problem because certain sets of model are almost same.

By this time, what a weak common men can do? The most common joke "follows your political leaders, praise them loud, get the order of Tanduri chiken from boss account, one plate, two plate ---- ten plates, eat whatever you can and keep the rest into refrigerator, repeat it again! Don't say you are concern to him whenever your leader did mistake and fallen to scandal."

As the western philosopher Schopenhauer concluded, life fluctuated between pain of desire on the one hand and boredom caused by the satisfaction of desire on the other. We represent ourselves through these fixed embodied patterns by defending and advancing them. Often, this leads to suffering. Being aware of the process rather than being tied to the form liberates us from the fetish at attachment. So, all one need to do is to try and less ignorant, to learn how to think positive and keep one's ego under control. What a writer can contribute to a society is to write understandingly and clearly.

No one like to demilitarization of Naga inhabited area by anybody. Judiciary enquiry, people demanded being a law abiding citizen and we must ensure to obey the rules of law, law of the land. "Wanted tag" is a Guwahati High Court Order to state government, not a suggestion. The Way out is—Face the trial of law court or appeal to Supreme Court. The best method will be understanding with state government and join petition to High court to review / reconsider the judgment. So long the wanted tag is continue, NNC and AMNSF leaders will remain suffer and underground. No facilities will get for government, be it Nagaland government or all India.

Dissolution of Autonomous District Council: Mixing two issues at one time--one ADC election; two, ADC Amendment Act. Burden of Naga political issues shall not bear by poor Naga people of Manipur only. The Naga political Issue is a Prime Minister and NSCN-IM chief level of discussion. Let them talk. Poor people have nothing to do in it. Nagas of Nagaland enjoys district council election. Why Naga people of Manipur will suffer? Models are same of Nagaland. Our Naga people often say peace and development. Well, government can provide good training facilities to elected member to enable them the problems and better skills of planning and governance.

ADC Act: New ADC Act. has provided some power to ADC elected members in the matter of land acquisition, holding, lease etc. land is required for development. It is a welcome move for development because 11 five years plan will focus on rural development (urban amenities in rural areas) in the model of public private partnership. This model will be extended in hill states also. We must learn our own planning –grass root democracy. Prepare today for tomorrow (11five years plan 2012-2017). No one will take away our tribal land. If happens, it is your people who betray you. If we say we don't believe our elected leaders and want to keep power in our hand, the democracy will be difficult. We can struggle for 40-50 years and now, unnecessarily fear of intruders and Acts. Test it first then say good or bad. All laws are for the welfare of people and it can be amend anytime when we think unfit. We know very well how to fence our boundary and now, we must learn how to build our own home. Senapati and Tamenglong District will be a very beautiful city very soon—prepare plan which is sustainable and holistic today, form consortium and ask fund from centre, Asian Development Bank and any other funding agency. We will no longer dependent to state government in every matter .Open the gate to brought materials to build our home. We suppose, our tribal society is quite mature to face the world and the challenges of life!
