Northeast oil politics & Rio+20 Summit

As with every Conference of Parties (CoP) Summit on Climate change, many from the Northeast (NE) are expected to attend the Rio + 20 Summit on Sustainable Development (June 20 – 22) this year and the question is what would they take to Rio?
In Assam and other NE states under the present constitutional arrangements in India, the Centre receives more revenues from the oil explored in NE than the respective states. Obviously no state in India can go to the Rio +20 with its own agenda, and therefore NE states will not be able to pursue such agendas like Ecuador in the international summit. The dilemma of revenues generated through oil exploration in NE not being shared evenly with the states is a contentious issue both at the political and academic circles.
