Land of jewel trapped under decades old conspiracies ?

The state govt. has allotted residential areas and agricultural areas in every jurisdiction, of the hills areas. Any further desire or step of expanding occupation in the non allotted hill areas , should be taken up with the approval of the state Govt. to maintain the records of new and old occupational lands. Every inch of land belongs to the state govt , regardless of hills and valleys .

It should be very clear to the Kuki bodies ,who are setting up new villages in the non allotted hill areas, wherever as they wish without any approval from the state authority and forest authority , is an offensive act of damaging the structures of the forest environment.

Coming to Mizoram CMs asserted words, with a gesture of taking sides of the Kuki separatist , interfering in the internal affairs of the state rather than making a neighbourly effort of calming down the situation in the state. The attitude of the Mizoram CM.Zoramthanga ,has exposed his own shameless intention, to break the peace to a more degree .

Mizoram CM Zoramthanga, should be very clear on this , publics of Manipur, who have been continuously putting their best efforts, to calm down the situation , do not expect anything positive from a state, who have brutally displaced the many legal innocent Chakmas and Hreangs from their own homes of Mizoram. Since the ethnic cleansing campaigns in Mizoram against the Chakma tribes by Mizo bodies that started in the mid 80s till 2017, many Chakmas have been displaced from the state.

One influential student body of Mizo ,Mizo Zirlai pawl was reported for serving quit notice to Chakmas villages in Mizoram, charging them to leave the state within 6 month of time . The Unstable scenario in Mizoram during the period started, following a demand from Chakma student bodies, to accommodate proper seats to eligible Chakma students, in the state quota for medical .

Ignoring the demands of the Chakma student bodies by Mizoram Govt. has led to revive long standing demand for reimplementation of the previous status of Chakma Autonomous District Council . The CADC , was reported to be dissolved by the Mizoram Govt. after the region got its statehood in 1987.

The Chakma Autonomous District Council was created on29th April 1972, in Mizoram during the tenure as a district of Assam . The campaign of the Mizo tribal bodies , against the two tribal communities of the state , has killed more than 100 Chakmas, leaving thousands of innocent Chakmas homeless, forcing them to take refuge in Tripura and Assam .

The state Govt. of Mizoram till now has done nothing satisfactory, to address the issue till today. Mizoram CM. in no terms can speak any single words, that can further harm the existing gap that has been created by Kuki separatist leaders to a further distance of no peace in Manipur . Mizoram CM. Zoramthanga, should be ashamed of his own attitude, where Mizoram govt. stood against the Chakm, alleging them to be illegal migrants from Bangladesh, who are enjoying the constitutional rights of a citizen in Mizoram .

At the same time supporting the very Kuki illegal migrants, in the name of Kuki Chin Mizo, by Mizoram CM. has played a boosting role to the Kukis in Manipur, who are in the move to break the state, with the intention to disturb the very peaceful growth of the state. The biggest question arises here to the Mizoram CM: where was his humanity gone ,at the time ,when thousands of Chakmas and Reangs were displaced from Mizoram , Mizoram CM. should give an immediate answer to this .

Now coming back to Manipur, crossing limits beyond the tolerance of Meiteis ,by Kuki bodies, with the intention to add more degree to the anger of the Meiteis , aiming to create a irreparable gaps between the two communities, the Kuki bodies has been driving the situation to further extreme level in the state in every moves they have taken so far .

Attempting to detract from the existing situation, ITLF again announced its statements , declaring to observe a mass burial rites on 3rd August , to the deceased Kukis , who lost their lives in the ongoing violence, at the very forced vacated areas of Torbung Meitei village . Performing last rites for the deceased of any community is a given right to any one ,any body regardless of their community.

But the act of giving more anger in the name of performing last rites, at the very Patta land of the Meiteis ,who were mercilessly displaced by the armed Kukis on 3rd May, is an act that has gone beyond the control of any tolerance to every single Meitei.

The mass burial of the ITLF , faced strong resistance from the Meitei sides and it had to be cancelled . Again on 5th August of this month, armed Kuki militants killed 3 innocent Meiteis, who were sleeping in their houses in Kouta area under Bishnupur district. Taking advantage of the empty environment of the village, as most villagers were at nearby relief camps .

Those unarmed Meitei villagers were found lying with their throats being cut ,hands and legs chopped . The nature of killing innocent, unarmed lives by the Kuki militants in an inhuman act has been set with a free flow nature from the Assam Rifles .

The very biased behaviour of the paramilitary force is also another factor for the prolonged communal situation in the state. Centre and the state Govt. should focus on implementing parallel activities to shut the ongoing turmoil in the state . Assam Rifles needs to be discharged immediately from the state as their conduct of duty has been dissatisfactory, in controlling the 3 months long turmoil in the state .

The paramilitary force has failed to check the intrusion of illegal Kuki migrants from Burma,for which they have given charge in the border areas of the state. Many officers of the paramilitary force has been unsatisfactorily found targeting only to the sides of defending Meiteis where attacking Kuki sides were seen, letting free hands in their heinous moves of torching down Meitei houses and to the many killings of innocent Meiteis despite the strong presence in those trouble hit areas.

A thorough inquiry should be set up to strictly monitor the involvements of any influential power from our own system that has boosted the illegal Kuki migrants in taking up such a step of openly challenging the very law. The issue of illegal migrants in the state is a serious concern of matter that should be looked after with strict measures of law.

Here, implementation of NRC in the state to avoid further forming up of extreme shapes in the coming future is a much required step that needs to be taken up with a serious concern. Review of Manipur land revenue act (MLRA) has also become as important as implementation of NRC.

To stop further misleading of tribal rights due to the existing clause in MLRA act, especially from the separatist leaders of the Kuki bodies in the state is a much required concern to debate now before any moves . As well as to mend the division created due to MLRA act, in the state, between the communities due to the outdated provisions of the acts is required a change to match up with the modern prospects of peaceful move ahead of the state.

Review and modifications of the act to access inhabitations every indigenous populations in the hills of the state, beyond community to erase the yearlong gap created between communities, has also become an important and urgent concern that needs to be debated by the centre and the state Govt .

Existing MLRA has become the targeting point, in misleading the reservation of hill areas, especially from the Kuki bodies , giving them a free route to create further gap between the citizens. For the long-term future prospects of the state and to build the bridge between its indigenous populations without any division, the outdated act which is playing a key role in disturbing the state should be reviewed immediately.

Bringing immediate peace cannot be possible as long as the Govt. fails to take proper action against armed Kuki militants and armed Kuki illegal migrants . Steps to disarm the Meitei volunteers ,who have been forced to take up arms , to protect their villages and integrity of the state against unlawful challenging moves of the Kukis, bringing normalcy is a far goal to achieve at the nearest time .
