JOB DESCRIPTION
TITLE : State Coordinator
PROGRAM : India Country Office
REPORTS TO : Training Manager/Program Associate
GRADE : FSN 9
LOCATION : Nagaland or Manipur
Background: Access to Care and Treatment (ACT) Project is funded by GFTAM Round-4 funding. EngenderHealth Society is one of the five in a consortium of NGOs, which have received funding to complement the NACO/Government of India ART roll out efforts in the six HIV high prevalence states in India including Manipur and Nagaland.
EngenderHealth Society role is to build capacity of NGO consortium partners and other NGOs in providing quality care and support including ART adherence. The consortium includes Population Foundation of India (PFI), EngenderHealth Society (EHS), Freedom Foundation (FF), Indian Network of People living with HIV/AIDS (INP+) and Confederation of Indian Industries (CII).
Overall Scope: The state co-ordinators are responsible for leading and coordinating the implementation of the GFATM project activities at the state level and providing technical assistance to the partners and conducting trainings at Continuing Centres of Education and Training (CETCs).
Reporting to the Training Manager and working with the project team for documentation, monitoring & evaluation activities, the state co-ordinators represent EngenderHealth in six high prevalence states.
Responsibilities:
1. Co ordinate program implementation at state level including:
- Assist the Training Manager and the Program Associate to prepare the state level annual project Implementation Plan (PIP), in consultation with consortium partners
- Facilitate the project team in setting state level training institutions
- Manage provision of technical assistance to Continuing Centres of Education and Training (CETCs) including conducting annual program design workshops and maintaining quality of the training programs.
- Prepare a data base of NGOs, consultants and trainers for training and working with Continuing Centres of Education and Training (CETCs).
- Monitor implementation of project activities at Continuing Centres of Education and Training (CETCs) and work closely with the consortium partners to ensure timely roll out of trainings at state levels
- Assist the Program Associate to document project findings and represent ICO at state level for as for dissemination and increased visibility
2. Technical Assistance for training and curriculum development related to counselling, and peer based interventions for HIV positive people:
- Assist the training manager and the program associate in preparation of concept papers, proposals for new activities and activity narratives
- Conduct TOT and facilitate trainings and workshops
- Responsible for data collection related to MIS and reporting to Program Associate for monitoring and evaluating project activities
- Conduct field visits to monitor program activities
- Facilitate CETCs and master trainers to carry out trainings.
- Assist the Program Associate and Training Manager to provide targeted TA to staff of State AIDS Control Societies (SACS) and public health providers and consortium partners
- In collaboration with the project team and consortium partners develop training and learning mechanisms for counselling and peer based interventions
3. Develop and maintain relations with counter parts at SACS, WHO, Indian Network of Positive people and other stakeholders
- Representing EngenderHealth in state level project meetings with consortium partners, SACS and WHO.
- Responsible for maintenance of relations and routine coordination with counterparts at PFI, INP Plus, SACS, implementing counterparts including local NGOs
- Represent the project in the general area of training and learning approaches to State AIDS Control Societies,
institutions hosting Continuing Education and Training Centres, and other projects, donors, and agencies
working at the state level.
These positions are state based and will require travel up to 40 %.
Qualifications and Experience
- Post Graduate degree in health/social work, psychology and or sociology, graduate degree in medicine or equivalent. Prior experience in HIV Care, support and ART will be an asset.
- 5-7 years experience in developing and implementing training and other field interventions, with a minimum of 4 years experience in HIV/AIDS or other relevant health area preferably with NGO sector programming
- Knowledge of HIV/AIDS programming in the NGO and public sector specifically in the area of quality of care and support and issues related to treatment literacy
- Experience in training for treatment literacy issues and working with positive people
- English fluency required, strong language skills and high competencies in written and spoken regional languages of Manipur and Nagaland highly desirable
- 2-3 years experience in counselling and community based interventions with positive people
