Ibobi faces problem of plenty

In times of Constitutional limits on the number of ministers in a government, it is a problem of plenty for chief minister Okram Ibobi Singh, who scripted a phenomenal comeback for his Congress party with 42 seats in a House of 60, against all odds, in the recent elections. With only 12 ministerial berths, including his own on the offer, Ibobi is faced with a monumental task of keeping his folks together.
Already reeling under pressure from the last term obligation, where he faced serious dissent from state party president, G Gaikhangam, who now has been given the home portfolio, and the then his industries minister Y Erabot’s group, he now has to please 41 MLAs. The 91st amendment to the Constitution allows only 12 ministers including the chief minister for Manipur, which has 60 seats. For other larger states, it is 15 per cent of the total number of seats.
This leaves Ibobi on a very sticky wicket and after the first expansion that included Manipur Congress’s second power centre Manipur Pradesh Congress Committee (MPCC) president G Gaikhangam, all attempts for the second expansion are proving tricky.
