Highly Contentious SPUNER Directive Sparks Concerns: Surveillance and Data Collection of North-Eastern, Ladakhi, Darjeeling, and Gorkha Individuals in Delhi
The Special Unit for North Eastern Region (SPUNER) has recently issued an order to monitor, conduct head counting, and collect data of individuals from the North-eastern people ( Assamese, Bengali, Bodo, Meitei, Naga. Mizo, Arunachalis, Sikkimise, Tripuri, Khasi, Garo, Jayantias, Kuki a group of Tribe, etc.) Ladakhi, Darjeeling, and Gorkha are from Nepali communities that have settled in Delhi. This directive has raised significant concerns and objections from various quarters.
The Delhi Meitei Coordinating Committee (DMCC), representing the apex body of the Meitei community in Delhi, strongly objects to this order issued by SPUNER. Hijam Rajen, Advisor of DMCC, has labeled this directive as a violation of human rights and a breach of fundamental rights enshrined in the Indian Constitution.
This order is Violation of Article-14, Article-15, Article-19, Article-21 and Article-300A
The order, which seeks to monitor and collect data of individuals belonging to these communities, has been criticized by Hijam Rajen on the grounds that it infringes upon Article 14, which guarantees the right to equality before the law; Article 19, which upholds the right to freedom of speech and expression; and Article 300A, which assures protection of property rights.
Hijam Rajen, a community leader representing the Meitei community in Delhi, emphasized that the crime rate attributed to the Northeastern people residing in Delhi stands at an admirable zero percentile. The communities in question - North-eastern people ( Assamese, Bengali, Bodo, Meitei, Naga. Mizo, Arunachalis, Sikkimise, Tripuri, Khasi, Garo, Jayantias, Kuki a group of Tribe, etc.), Ladakhi, Darjeeling, and Gorkha from Nepal- contribute positively to the vibrant cultural fabric of Delhi NCR. The order, in the view of Hijam Rajen, appears to lack a responsible basis and is unwarranted.
DMCC calls for a reconsideration and immediate withdrawal of the SPUNER order, citing that it not only undermines the constitutional rights of the affected individuals but also perpetuates unwarranted bias and discrimination against these communities.
Hijam Rajen concludes by urging the concerned authorities to uphold the principles of equality, justice, and respect for all citizens, regardless of their regional or ethnic background. The DMCC stands committed to fostering a harmonious and inclusive society within the capital city.
