Experts scoff at Delhi's optimism to secure peace in region

The Centre looks the other way while a national railway project in Manipur is stalled — one instance of its failure to avert or counter overground movements in the Northeast this year as it finds solace behind a façade of declining violence. There are many in the security establishment who do not agree with home minister P. Chidambaram’s optimistic view of decreasing violence.
There are two problems visible, though. The first is that NGOs act at rebels’ behest, according to security officials. Two, action is difficult against “undergrounds” or rebels who have now become “over-grounds” or rebels with peace treaties with the governments.
On December 16, the United Naga Council (UNC) banned contractors from working on the Tupul-Jiribam section of the railway that aims to connect Manipur to the rest of India by railway, six decades after Independence. “The contractors have left and here we are, watching silently,” a senior government official told The Telegraph.
