Delhi Meetei Co-ordinating Committee (DMCC) met Shri Rajnath Singh, Hon’ble Defence Minister, Govt of India at 10.00AM on 14 September 2023 at his official residence 17th Akbar Road, New Delhi

A memorandum of COCOMI dated 26 Aug 2023 was handed over personally by DMCC delegates to the defence minister. The memorandum was carefully read by the defence minister before the briefing started. Thereafter, the Honourable Defence Minister was briefed by DMCC about the threat to National Security by Kuki Narco-terrorist as mentioned in the Memorandum submitted by COCOMI.

DMCC delegation highlighted the embarrassment of Bharat (India) due to memorandum submitted to the UN, and the Prime Minister of Israel for getting help in the formation of a separate state/separate administration, and the EU parliament on the Manipur issue by kuki groups.

The leaking of sensitive information to foreign nations by the Kuki community was emphasized quoting the Meitei Army Officers' name and their location of duties mentioned in the memorandum submitted to the PM of Israel. Further their access to sensitive databases of Govt of India like changing the address of Imphal airport to Lamka and changing the addresses of many Meitei Adhaar cards & PMYJ cards to Kuki address.

Kukis even have access to the Income Tax database, some of the Meitei acknowledgments of IT return were with changed address of Kuki village. These are very serious issues. They would have passed sensitive information about Bharat to the adversaries. The requirement of immediate attention was requested from the defence minister.

The defence minister was also requested for the destruction of poppies with aircraft of the Indian Air Force. The defence minister gave assurance that it will be done if Government of Manipur approaches to the Union Government.

It was also highlighted the letter wrote to EGI by 3 Corps, Information Warfare Cell, video released of “Demystifying of Peaceful Blockade Led by Women in Manipur”, some videos where Army Officers engaged with Kuki armed groups in a friendly manner and explosives made in India used by AR or Army led to mistrust by Meitei community. It was requested to give necessary directions to refrain from such activities by AR or Army. The defence minister was appraised about the videos taken by security forces where Kuki armed men and women roaming in front of Security Forces that have created fear and anxiety among the Meitei people.

The defence minister said “firing is still on from both sides”. Further, DMCC reiterated that Meitei insurgency groups have been already banned by MHA before the year 2000, so necessary legal actions have been taken taken against them, however, no actions have been taken under the pretext of Suspension of Operations and Kukis militants are firing from hills and farmers are being killed.

The delegation also mentioned that the protest of Meitei dealt with the Lathi charge, rubber bullets, tear gas, and even live bullets being fired, however, the protest by Kuki were not dealt with like the way they dispersed the Meitei. This has led to a sense of biased treatment and caused anxiety and fear among the Meitei public. It was requested to the defence minister that The AR and Army deal with both communities equally since the Army comes under the defence minister and Officers of AR are Army Officers.

Lastly following demands are submitted to Defence Minister.

o Narco-terrorism and illegal immigrants need immediate attention; and action should be taken up against them since they have violated ground rules of Suspension of operations. All the poppy plantation be destroyed and action should be taken against to those who are involved in this criminal act.

o The suspension of the Operations Agreement be abrogated.

o Confidence in AR by Meitei has become very low; therefore, AR be replaced with other responsible Security Force of India.
