Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is a flagship scheme of the Ministry of Skill Development & Entrepreneurship (MSDE) implemented through National Skill Development Corporation (NSDC). It is India’s largest skill certification scheme and the objective is to enable and mobilize a large number of Indian youth to take up outcome based skill training and become employable and earn their livelihood. It is the first step towards making India the skill capital of the world. It was launched by Hon’ble Prime Minister Shri Narendra Modi on 15th July 2015.
Under PMKVY, special focus is given to RPL (Recognition of Prior Learning) by recognizing prior competencies of the assessed candidates and provides a certificate and monetary reward on successful completion of assessments. RPL is an important step towards getting formal acceptance and respect for informally acquired knowledge and skills. It shows the trainees a path to bridge their current knowledge and skill levels to reach a competency level or go for higher skills for professional growth.
Under NSDC, Chanu Creations, Imphal, Manipur has been trained RPL-PMKVY training to 750 weavers (first phase) of Namsai District on the job role ‘‘Two Shaft Handloom Weaver’’ as PIA. During the RPL-PMKVY training programme all the localities and local leaders were extended their full supports to make the programme successful. Altogether 744 certified trainees were already distributed RPL certificates on 30th July 2018.

Skills and knowledge are the motivating forces of the financial growth and economic development of any region. After successful completion of first phase RPL programme. The localities of Namsai District were requested to increase the target numbers of RPL-PMKVY programme. In the request of among different communities of Namsai District, Chanu Creations has been approved 1000 more beneficiaries as additional targets under RPL-PMKVY.
The training was started from 10th September 2018 and completed on 25th September 2018 as second phase and covered different communities from 16 villages including Deori, Mising, Moral, Khamti, Nocktey, Ahom, Adabashi, Boro Kachari, Sonowal Kachari, Mech Kachari etc. The assessment of the trainees was conducted by India Skill Pvt. Ltd., New Delhi, Intouch Professional Services Pvt. Ltd., Chandigarh and Growwell Fincon Services Pvt. Ltd., Hyderabad assigned by Textile Sector Skill Council (TSC) and started from 12th September 2018 to 26th September 2018.
Altogether 976 trainees were certified. 24 trainees were not attended/fail the assessment. Training is imparted in accordance with National Skills Qualification Framework (NSQF) with strict monitoring guidelines enforced by NSDC.
The RPL certificates distribution ceremony for the certified trainees (additional target beneficiaries) is held on today the 31st December 2018 in Mahadevpur Barchapori, Namsai District of Arunachal Pradesh. The event was attended by Dr. Tapasya Raghav (IAS), Deputy Commissioner of Namsai as the Chief Guest while Proprietor/CEO of Chanu Creations, a national awardee 2015, Nari Shakti Puraskar Awaedee 2017 and Women Transforming India 2018 Awardee Smt. Ksh. Indira Devi (@Chirom Indira) graced as President and Shri J.K Deori AE(PWD), Roing, Smt. Dipali Deori Proprietor M/s Arunachal Handloom & Handicrafts, Barchapori Mahadevpur, Shri Atul Taye Gaon Bura Lower Silatoo, Shri Prabhat Boktiary Gaon Bura, Khawji, Shri Michimbor Deori Gaon Bura, Mahadevpur-IV of Namsai District and Shri W. Joyshankar Luwang Project Manager of Chanu Creations were grace the function as Guest of Honour respectively.
Speaking on the occasion, Dr. Tapasya Raghav (IAS) DC Namsai said, women need to help each other and cooperate, thereby helping them to become self-sustainable. Weavers should produce marketable products from time to time. Increasing productivity by working as full time rather than part time will make handlooms production more sustainable for livelihood.
She also praises the works done by Chanu Creations towards the development of handloom sector in the region and the achievements of Smt. Ksh. Indira Devi. The skills earned should be used for productive purposes, she added.
Weavers need to upgrade their skill and technology levels to face the changing market structure. Chanu Creations has, since inception, been engaging in resurgence of handloom sector and handloom promotion movement. On today’s event, Dr. Tapasya Raghav (IAS), DC Namsai also inaugurates newly constructed ‘‘Production cum Training Centre’’ constructed in collaboration with M/s Arunachal Handloom & Handicrafts, Barchapori. Our aim is to take our creativity of weaving out in the world. When world market is gradually moving more towards ethnicity and tradition with eco-friendly products perhaps this zone can give us a ready answer.
