Centre sets condition for pact with militants

The Centre has decided to set complete surrender of firearms as a condition for signing suspension of operations (SoO) agreements with insurgent outfits.
Most outfits currently engaged in an SoO or ceasefire agreement continue to carry firearms and extortions, which affects law and order. For example, in Nagaland and Manipur, NSCN factions, whose ceasefire agreements did not include surrender of firearms, continue to collect “tax” from people, including government servants
