Imphal, April 07 2020: For the purpose of further streamlining the operating procedure for regulating the movement of goods ferrying trucks and their drivers and handyman announced via an order on March 30 this year, the Special Secretary (Home) Manipur has issued an office memorandum today instructing that no truck drivers or handyman should be allowed to loiter and mix with the people at Mao gate.

The memo instructed the authority concerned to inform the driver and handymen to report to ISBT mandatorily and added that their further movement to other district or for unloading will be decided later.

The memo instructed Senapati DC to organize food free of cost for the truck drivers and handymen.

The police officer on duty at the gate should inform that free food is being arranged at ISBT also and hand over a food coupon to them for utilization at ISBT.

The police should also immediately inform the ISBT about the number of trucks, drivers and handymen that are likely to come to ISBT.

It directed the Jiribam DC to identify a place where basic amenities can be provided to the drivers and handymen reaching Miriam.

They should not be allowed to loiter and mix with the people and they should be provided free food on the night of their arrival, it added.

On the day of their departure from Miriam, they should be informed that they are to report to ISBT mandatorily and their further movement will be decided later, it explained.

The notice continued that the police should inform the handymen and drivers that free food is being arranged at Nungba and ISBT and they should also be given food coupons.

Furthermore, the police should immediately inform SDO/Nungba and ISBT about the number of trucks, drivers and handymen.

The SDO must arrange for their food away from the public so that they do not mix around with the local populace, it added.

The notice then instructed the police department to ensure that all the trucks report to ISBT and the drivers/handymen do not mix with the people.

Barricades can be put in places to ensure that the vehicles proceed to ISBT as well as to make sure that no other people, apart from the drivers and handymen, are in the vehicle.

Action will be taken up against any driver trying to bring in anyone, it warned.

The notice further directed the Transport Department to deploy an officer at ISBT for confirming the arrival of all vehicles in consultation with the police officer on duty.

The Health Department must provide a team for necessary screening at ISBT, it added.

Movement of trucks to other districts for unloading can be done only after informing the necessary destination district and the drive must be informed to return back to ISBT immediately after unloading, it stressed, instructing the SP if Imphal West to allow the trucks to move out for unloading after giving them clear instructions on when they should come back.

The Transport Department will allow the drivers to utilize the amenities available at ISBT, and DC Imphal West will provide cooked food free of charge to the drivers and handymen during their stay, it concluded.
