Manipur Hill's Autonomous District Council, MDCs/ Ex-MDCs' Welfare Association has demanded holding election of the Autonomous District Council for decentralisation of power so as to encourage direct participation of the people in implementation of developmental works.
In a memorandum submitted to Chief Minister O Ibobi Singh, Association president David K Shimray noted that Autonomous District Council is the only democratic institution where minority tribals/hill people can enjoy and exercise their democratic rights.
But suspension of holding election to Council since 1989 has denied the democratic rights of the minority tribals.
Moreover, implementation of developmental works in the hill areas by the State Govt has failed since there is no room for people's participation in the present system, Shimray lamented.
The Association also demanded extending pension facility to the members of District Council.
