KYKL elaborates charges against Prof Islamuddin-II

Imphal, May 31 2009: But original certificates of class X were attached to nomination papers since the past as age-proof certificates.

As it took some time to obtain original certificates of Class XII, the added rule became an issue in MU on the contention that it was ridiculous and infeasible.

While some students staged waakat meepham in front of the Students' Home, complaints were made to the VC as well as to Dean of Students' Welfare Prof Islamuddin.

It would be noteworthy to re-examine the roles donned by Prof Islamuddin under the circumstances.

Prof Islamuddin, in his May 4 press clarification, said that he insisted against the new rule but the EC paid no heed.

He also mentioned that he had no capacity to do anything on the matter.

Asserting that Prof Islamuddin's statement was deceitful, the KYKL maintained that Prof Islamuddin should have initiated some action if the new rule for enclosing original certificates of class XII was faulty according to his conscience.

He could have asked the Assistant Registrar to cancel the election notice and revoked appointment order of the RO.

Had Prof Islamuddin acted on this, who would conduct MUSU elections ?, the outfit asked.

Even if the EC went ahead forcibly, no student would have took part in the MUSU election.

The Professor's claim that he resigned from the post of Dean of Students' Welfare on April 18 was akin to seeking resignation from being soldier when war breaks out.

Saying that Prof Islamuddin's resignation was not accepted by the VC, the outfit asserted that Prof Islamuddin should have done what should be done as a Dean under the circumstances.

But Prof Islamuddin shirked his responsibility, observed the outfit while questioning whether the man who turned away from his duty after throwing Manipur University into a situation of conflicts be judged not guilty.

The VC too was also guilty but the faults of Prof Islamuddin were more grievous.

The EC was also guilty but the gravity of its leader, the Dean was heavier.

Quoting statements of Prof Islamuddin that he left the scrutiny hall when a pandemonium broke out among the students on April 20 soon after RO Prof RK Hemkumar announced his resignation from being the RO, the outfit said that the scrutiny should have been suspended as the Dean had left the hall and RO declared his resignation.

However, the EC issued a letter signed by Assistant Registrar Rashini proclaiming that newly appointed Assistant Professor Dr A Koireng had been appointed RO.

It was not clear whether the signature of the Assistant Register was forged or signed under duress or obtained with deceitful means or a conspiracy, the outfit said.

After that RO Koireng declared 22 councillors including president elected without contestants.

At this point, Prof Islamuddin's faults were grievous and irremissible.

In his report submitted to the VC on April 21, Prof Islamuddin said that he was not aware of the appointment of Dr A Koireng as RO.

He also said , "In the light of the above facts, I am in doubt as to the cognizability of the whole process".

However, his report did not sought any advice nor asked the MU authority not to give cognizance to the MUSU election process.

As such, Prof Islamuddin's statement was deceptive.

It was a ploy to free himself from the issue.

Although, he said that he was doubtful about the cognizability of the election process, he did not take up action implying he was supporting the election process tacitly, Lanngamba said.

If he was not aware of the appointment of the new RO, then by convention it was clear the process was wrong prima facie.

There is no question of being doubtful, the outfit asserted.

The VC was also guilty.

"Why didn't the VC declare the election process invalid promptly?" it asked.

Accusing Prof Islamuddin's lack of firm conviction for the issue, the outfit said that Prof Islamuddin deliberately did not take any firm position in his own interest.

It was hard to imagine that Prof Islamuddin who had long experience of various activities in MU would not know the obvious faults.

He would be knowing well what should be done at such situation.

Saying that the VC convened a meeting of Deans on April 25 to discuss the issue concerning MUSU election, Lanngamba said that Prof Islamuddin did not turn up at the meeting even as four former Deans were present.

Questioning the motive behind staying away from the meeting, the outfit, quoting the press release issued by Deputy Registrar K Dwijamani, conveyed that the meeting took a decision terming Prof Islamuddin's absence as a deliberate act of shirking his responsibilities.

Had Prof Islamuddin attended the meeting and put forth his position clearly, the issue could have been solved then.

But his absence was an intentional ploy.

As such, it would not be any exaggeration to say that the issue was intentionally bred by Prof Islamuddin under a conspiracy, the outfit said.

For not making any intervention when the Dean failed to discharge his duties, the VC was also guilty.

But his faults were not more grievous than those of Prof Islamuddin.

Even as the Deans' Committee wished to help Prof Islamuddin, they could not because of his own doing.

What was more surprising was the clarification made by Prof Islamuddin in media on May 4.From this clarification, it was realised that Prof Islamuddin was not a intellectual nor teacher nor leader but a germ, a cheater and a challenger to truth, Lanngamba said.

Rich in rhetoric, Prof Islamuddin was a sly and resourceful man in wrongful activities.

There was several contradictions between the report submitted to the VC on April 21 and the clarification made on May 4.There were also many contradictions within the statement of clarification itself.

While his report said that he was doubtful about the cognizability of the election process, the clarification said that he had no right to comment on the cognizability of the scrutiny process.

Prof Islamuddin's assertion that the MUSU constitution did not mention anything about the role and responsibility of Dean was correct, it said while observing that the Professor would have thought that he had found a way out from the issue at this omission.

Saying that MUSU elections should not be held only under MUSU constitution, the outfit reminded that there was something called convention.

Though it is not put in black and white, convention is a part of the constitution.

All shortcomings found in what was written were made up by convention.

The is true in the case of MUSU constitution too, it noted.
