Detailing the reasons why the salaries of Work Charged and Muster Roll Employees have not been paid for the past five months, following the report published in certain section of the media, the Chief Engineer of Minor Irrigation Department has explained that the sum of 400 lakhs at its disposal is for implementation of State Plan Work and clearance of liabilities.
In a memo submitted to the Commissioner of MI and also issued to the press, the CE said that Rs 4884 lakhs is for clearance of liabilities incurred in connection withy the implementation of the on going 242-MI-Surface Schemes and Rs 280 lakhs for implementation of schemes to be sanctioned under RIDF (NABARD) during the year 2008-09 .
In the memo, the CE maintained that according to the manual of the CPWD the wages of MR and WC employees should be met with three pc of the contingency provided the sanction of the schemes under Plan and Non-Plan.
Therefore out of the Rs 400 lakhs under State Plan only three pc is available for payment of salaries during the year 2008-09 which is Rs 12 lakhs.
On the other hand the amount needed to pay the salaries of MR and WC is Rs 30.79 lakhs per month totalling Rs 369.36 lakhs per annum.
The CE further mentioned that 3 pc of the total of Rs 4884 lakhs is only Rs 146.52 lakhs which cannot meet the demand of five months salaries.
The State Vigilance Commission is also investigating the cases of fake appointments in respect of MR and WC employees of the Department, said the CE and added that as a result MGEL cannot be settled which is necessary before payment of salaries.
