UNMM urges for reviewing CrPC 144 clamped at Ukhrul town

Ukhrul, August 22 2014 : The State Government promulgated 144 CrPC in Ukhrul town in the aftermath of the assassination of ADC member M Ngalangzar.

Even though there was no law and order problem, State forces of substantial strength were deployed thereby creating mental harassment for the last 40 days at the district head-quarters.

Today a team of United NGOs Mission Manipur UNMM led by secretary U Nabakishore along with state coordinator P Koireng, members of NPHMR and UNMMDN convener Achui Hongray visited Ukhrul to take stock of ground reality at Ukhrul town.

The team interacted with eminent Tangkhul civil organizations like TNL, TSL, UDSA and Ukhrul localities chairmen at around 12:00 noon.

During the brief interaction, the TSL president SC Ringluiwon refuted Deputy Chief Minister Gaikhangam's assertion about the Ukhrul situation.

Ringluiwon asked as to why the common people are being harassed by deploying additional security forces even though there is no problem of law and order.

In the meantime, the symbolic public curfew imposed in the town has been suspended.

The TNL speaker LM Abel questioned about the jurisdiction of prohibitory order issued by the District Magistrate written as in an around district headquarters.

The prohibitory order appeared vague, very apprehensive and confusing to public.

A resident of Wino added that the State Govt's attitude reminded about past wounds suffered by the district.

In spite of redressing the many pending developmental problems, the Govt has been militarizing the district.

The womenfolk and children were in panicky situation after seeing the huge deployment of security forces, followed by regular frisking etc.

In spite of several democratic peaceful agitation to revoke the prohibitory order and withdraw additional security forces, the district administration has been paying no heed.

The district administration was still claimed that they were awaiting orders from the Home Department.

UDSA president SR Luikham regretted that because of the State Government's failure to address different issues in time, people took recourse to bandh and other forms of agitation which resulted in many conveniences to sport loving persons.

So far there was no provocation from the side of public, but prolonged deployment of huge arm forces may lead to severe confrontation in future.

The UNMM after viewing the situation, remarked that there is a human right problem.

The secretary assured that he would personally appraise the concerned authority for reviewing of prohibitory orders clamped under 144 CrPc at the earliest.
