Imphal, November 21: The State Government has constituted a committee to look into and take up appropriate measures for development of Manipur University, which has been elevated to the status of a Central University and all its affiliated colleges.

Informing this, a top official from the Higher Education Department said that the Committee will be announcing its action plan soon for taking up necessary measures.

The newly formed committee christened State Level Quality Assurance Co-ordination Committee (SLQACC) will be headed by the Higher Education Minister as it chairman and Commissioner (Higher Education) will be the vice-chairman.

The Director Higher Education will be the convenor, the official informed.

The 13-member committee which include the Vice Chancellor of the newly elevated Manipur University was formed on November 5, the official added.

The Committee would function as an information and resource centre to ensure quality of education being provided in all the affiliated colleges.

The main terms and references of the Committee which would work in close co-ordination with National Assessment and Accreditation Council (NAAC) would be to look into the process of quality assurance, performance evaluation, assessment and accreditation, the official said.

The official, however, said that the Committee has not yet taken any definite decision on the tasks to be performed as of now since the committee has been just formed.

The first meeting of the committee would be convened soon to discuss the necessary works to be taken up, the official hastened to add and said that the committee would also be looking in the functioning of all the private higher secondary institutions in the State.

Informing that the all the necessary measures for rationalisation of teachers would also be taken up very soon, the official disclosed that the State level committee already formed in this regard held its meeting on November 17.The meeting discussed deployment of existing Government teachers at appropriate places instead of recruiting new teachers and resolved to implement the same as early as possible.

It may be noted that a 9-member committee on Task Force for Implementation of Rationalisation Policy for Higher Education with Additional Director of Education (U) had been formed to carry out the rationalisation process of teachers under Higher Education.

As an outcome of its meeting held on May 11 last at the office chamber of Director of University and Higher Education, the proceeding for implementation of the rationalisation policy for the first phase is already underway.

Subsequently a decision has also been adopted for not taking no more admission in BA first year Philosophy in eight Government colleges from the academic session 2004-05 after taking into account the number of students coming to seek admission in these colleges.

These colleges are GP Women�s College, Imphal College, Oriental College, Modern College (all situated at Imphal), Lilong Haoreibi College at Lilong, YK College at Wangjing, L Sanoi College at Nambol and Presidency College at Motbung.

The Task Force had also taken a decision for stopping new admission in Commerce Department of Modern College from the academic session 2004-05.The teachers of the said department would be deployed and utilised in other required places.

How far the policy of the Task Force has been implemented till date, however, is not known.

There are at present 25 Government colleges affiliated under Manipur University over and above the Hindi Training College, Law College and Teacher Training College.
