CLP leader quotes CAG report to attack Govt

The 2024-25 audit report of the CAG has revealed many alleged financial mismanagements, said Congress Legislative Party leader MLA Keisham Meghachandra at a press meet held at the Congress Bhavan Imphal today.
Against a Budget provision of Rs 37,392.66 crore, according to the CAG report, the State failed to utilise Rs 8,927.55 crore--meaning 23.88% of the total Budget was not spent or utilised, Meghachandra said.
Further, the CAG report has also revealed that only Rs 2,704.23 crore out of a total Capital Budget of Rs 8,989.60 crore was spent/utilised, he said.
The State Government failing to utilise a major portion of the Capital Budget amounting to Rs 6,285 crore clearly reflects mismanagement of financial resources which would have improved road connectivity, hospitals, school, colleges and many other infrastructure, Meghachandra said.
When the State is lacking in many important infrastructure, the Government's failure to utilise the sanctioned amount of money properly and efficiently is very unfortunate, and reflects its shortcomings and policy failure, Meghachandra said.
Why were large chunks of the sanctioned financial resources not utilised is a question the Government must answer, he added.
The CLP leader further continued that the State received only Rs 5,473.21 crore in grants against a budgetary provision of Rs 16,015.85 crore during the 2024-25 fiscal year.
Also, the CAG report has revealed that the State Government had taken a loan of Rs 11,599.08 crore.
However, shockingly, from this amount, Rs 9,420 crore was found used to repay the principal of earlier borrowings, Meghachandra said.
Using a loan to repay the principal and interest of earlier borrowings is unheard of and unprecedented, and no State does like this, he added.
Further, the State is known to have released Rs 473 crore for 138 projects, however, the progress and deadline for completion of these projects has remained elusive, he said.
While Rs 229.94 crore was sanctioned for disaster management during the 2024-25 fiscal year, where this money was used is not clear, Meghachandra said, seeking clarity.
The mismanagement of financial resources the CAG report has revealed reflects gross failure of the State Government.
For his incompetency, the Finance Minister must resign, Meghachandra said.
