1st phase of Lok Sabha poll ends with turn out of 80%

Imphal, April 11 2019: The poll for the Outer Parliamentary seat concluded today with a total turn out of 80 percent, according to CEO Office.

Except report of two girls injured in Khangabok, there have been no report of any major untoward incidents during the poll.

Few EVMs developed glitches and errors, but were solved in time to successfully conduct the election.

Here are the highlights of the poll today:


Thoubal: 76.16 % turn out recorded
The voting started at the three constituencies - Khangabok, Heirok and Wangjing from 7 am onwards.

Congress supporters at Polling No 35/15 (Khangabok AC) claimed that BJP workers allegedly snatched 'papers' from the Congress agent at the polling station and threatened the agent to evacuate the polling site.

Following the alleged incident, the voting was halted for sometime and again resumed later after excess security forces were deployed, said voters.

Voters at the Polling No 35/5 of the same Assembly Constituency also alleged that they were 'not allowed' to enter the polling station allegedly by BJP workers/ supporters.

"Identifying us a Congress voters, they asked us to vote later," said the voters.

When they ignored and went in to cast vote, some BJP workers and wife of a known BJP leader pushed them, alleged the voters.

No Congress agents were inside the polling station, alleged the voters and claimed that they (agents) were 'driven away the BJP workers'.

Demanding their rights to exercise suffrage, the voters said that they will approach the District Election Officer regarding the incident.

According to the presiding officer of the polling station, the 'Congress agents left the premises on their own'.

He received no complaint regarding the matter, said the presiding officer.

Later, there an argument broke out between Khangabok AC MLA, Okram Surjakumar and former BJP candidate and BJP Manipur Pradesh ex-vice president Thouchom Jadumani.

Later, Sub-Divisional Officer of Thoubal arrived and pacified the voters.

After normalcy returned, the voters cast their votes in the presence of SDO Thoubal.

Jiribam: 68.20% turn out recorded
The voting at 40 polling stations except Polling No 40/ 25 started at 7 am amidst tight security.

EVM at Polling No 40/25 developed some problems during mock poll.

New machines were brought in and the voting started at 7.30 am.

K Saratkumar Singh, ex-gen secy BJP, Manipur cast his ballot at Hilghat (B) Polling- 40/13.After voting, he claimed that BJP will win by a huge margin.

40/22 Sonapur (B) Presiding Office Dr MD Samsur Jaman said that polling went smooth amidst tight security.

About 200 polling personnel were engaged at Jiribam.

Jiribam recorded a total of 68.20 percent turn out according to CEO.

Two polling stations in Jiribam AC were manned by all women personnel.

CCTV were installed at Boroikhal, Babukhal, Sonapur (A), Sonapur (B), Lalpani, Patchao and Dibong Polling Stations.

No unwanted incidents were reported from Jiribam.

Churachandpur: 64.94 % turn out recorded
The polling percentage in 6 Assembly segments of Churachandpur and Pherzawl districts for the Outer Manipur Parliamentary Constituency was pegged at 64.94 % by 6.40 pm today with the DEO Shyam Lal Poonia saying the poll was peaceful.

Though there were some unconfirmed reports of electoral malpractices doing the rounds in some places minutes before the polling winds up, the issues appear to be sorted out when reporters seek to verify the veracity of the reports in a couple of locations.

Many of the polling stations had thin attendance and eventually clocked just a little of 50 percent late in the evening.

The case was worse in far flung Tipaimukh AC where the turnout was less than 50 percent till the end of the poll.

The polling percentage in 8 designated camps of SoO groups located in the District was pegged at 100 percent.

There were a total of 173 voters in these designated camps.

Senapati: 87.99% turned out recorded
Most of the polling stations in Senapati district reported to have started voting at around 8 am.

The first vote at Sardar Patel Govt H/School for 48/19- Songsong (A-2) under 48- Mao Constituency was cast by Dr Lorho S Pfoze, NPF candidate.

Malfunction of EVM was reported at the beginning of the poll, however they were solved later and poll percentage of the day recorded 87.99% turn out according to a report from the Control Room, Senapati.

No untoward incident was reported from the district during the poll.

1,55,375 eligible voters in the district exercised their franchise and 220 polling stations at the 3 constituencies of 47-Karong, 48-Mao and 49-Tadubi of the district including 15 polling stations manned by women polling officials.

4 polling stations in the district were named as Model Polling Stations namely, Senapati Thong UJB School in 47-Karong A/C, Makhel UJB School (A&B) in 48-Mao A/C and Taphou Naga UJB School in 49-Tadubi A/Cs.

Ukhrul/Kamjong: 87.31 % turn out recorded
The polling at Ukhrul and Kamjong were peacefully conducted.

The voting for first phase of Parliamentary elections 2019 in Ukhrul and Kamjong started from 7 am in all the 206 polling stations.

Ukhrul and Kamjong recorded a turn out of 87.31%, while three Assembly Constituencies- Phungyar recorded 85.88%, Ukhrul- 85.87% and Chingai-90.58%.According to sources, two EVMs of two polling stations (45/17 and 45/18) of Poi village, under Chingai sub-division were damaged.

There were some reports of EVM malfunction in the beginning of the voting, however the problems were solved in time to continue voting smoothly, said sources.

It may be mentioned that some of the polling stations were manned by women polling officers in Ukhrul.

No report of any untoward incidents and complaints were received by the District Election Office at the time of filing of this report, said our correspondent.

With end of voting, the poll parties have started deposited the EVMs at the strong rooms at Mini Secretariat Office, Ukhrul.

Kangpokpi: 81.99% turn out recorded
Polling in Kangpokpi district culminated approximately at 81.99 % turn out according to CEO office.

Polling was done in 162 Polling Stations including three Model Polling Stations with total electorates of 1,10, 080 from the three Assembly segments viz 46-Saikul, 50-Kangpokpi and 51-Saitu.However, despite of the peaceful poll, media personnel were callously threatened at 50/35 Model Polling Station at Tumnoupokpi by the local people when they went to cover the poll.

The locals intervened and asked them to leave.

The locals even attempted to beat one of the media persons while threatening them not to publish anything negative about the polling station.

No other untoward incidents have been reported.

Chandel recorded a turn out of 87.85 %, while Tamenglong recorded 77.87 % according to CEO office.

The votes will be counted on May 23.(The turn out figures may changed and is not final.
