Role of forensic science discussed

Imphal, August 06 2017: A one-day consultation programme on improving criminal justice delivery system was held today at Regency Hall, Classic Hotel under the aegis of Women Action for Development (WAD) .

RIMS Forensic Medicine HoD Dr Th Bijoy presented a paper on 'Role of forensic experts in aid of delivery of justice', LMS Law College Lecturer Dr Pramod on 'Academic inputs of the evolving trend of criminal justice delivery system from gender perspective' and SP Imphal East K Kabib presented another paper on 'Challenges and lacunae faced by investigating agency during the course of investigation with special reference to crimes against women' .

The consultation programme was moderated by Senior Advocate Khaidem Mani .

Fast Track Court Special Prosecutor Angom Sushila spoke on the topic 'Challenges and Lacunae faced by prosecutors during the course of trial of a criminal case' .

She said that most of the criminal cases reported in the State could not be disposed satisfactorily as many of the necessary elements were lacking while registering FIRs .

It would be a lot easier to dispose criminal cases if police IOs submit FIRs after thorough investigation of both sides .

Courts often find themselves in tight position in delivering justice for crimes that take place in hill districts because there is a custom of reconciliation under customary laws which is usually made through offering of cattle, pig or cash, Sushila said .

K Kabib said that materials recovered from crime scenes are often sent to Kolkata, Bangalore or Mumbai for forensic tests as the State's forensic laboratory does not have adequate equipment .

These tests take one month to one year .

However, NGOs and JACs often demand police and Government to book perpetrators of crimes within a short, specific period.

But police are handicapped to carry on investigation as the forensic tests results are awaited, said the SP .

Dr Th Bijoy said that Forensic Medicine is a branch of Medicine and it is about application of scientific knowledge towards solving criminal cases .

Post mortem examination can be divided into three types .

Medico-legal autopsy cannot be done by any doctor.

It should be done by a doctor requisitioned by the Investigating Officer and post mortems should be conducted only after receiving 'enquiry challan', he added.
