Ibobi slams public mentality on using water, electricity free of cost

Imphal, December 19 2013: Chief Minister Okram Ibobi has questioned if there is any place in the world where water and electricity can be used by the public free of cost.

He was speaking in the House during the Question Hour of the second and last sitting of 6th Session of 10th Manipur Legislative Assembly today.

Ibobi rose up in the House to express his views soon after PHE Minister I Hemochandra gave his reply to a query raised by MLA of Wangjing Tentha A/C P Brojen regarding erratic water supply in his constituency.

The Chief Minister said that the people of the State have a tendency of making only demands, but not the commitment of paying their bills regularly.

The Government is working on various other projects including setting up of 400 KV Line from Jiribam to augment power supply in the State.

However, the public seems to ignore the important aspect of paying bills regularly by the consumers.

New water pipelines would be laid and all major water supply schemes would also be improved to augment water supply in the State, Ibobi noted.

Replying to a question of MLA Kh Joykishan, Works Minister Dr Kh Ratankumar said that a sum of Rs.5.84 crores has been released to PWD for development of roads and bridges under ACA during the financial year 2011-12 .

Answering to MLA Samuel Risom, Deputy Chief Minister Gaikhangam, who is also in-charge of Tribal Affairs and Hills Development, said that an office of TA & HD was constructed at Ukhrul way back in 1999 for a cost of Rs.8,76,564 .

Replying to a question of MLA M Kunjo, Education Minister M Okendro said that 31 toilets and 33 additional rooms were constructed during 2011-22 for various schools in the State.

To a query of MLA Th Shyamkumar regarding halting of construction works of Thobal Multipurpose Project, IFC Minister Ngamthang Haokip informed the House that the project has been put on hold due to lack of forest clearance.

Replying to MLA T Mangibabu, Forest and Environment Minister Th Devendra said that the State Government cannot take up anything at Keibul Lamjao without getting prior consent from the Supreme Court and the National and State Wildlife Advisory Boards.

To a question of MLA Kh Joykishan, PHE Minister I Hemochadra assured that the Imphal Sewerage Project would be completed as soon as the required funds are sanctioned.

Answering to MLA Samuel Risom, Education Minister Education Minister M Okendro said that 11 Kasturba Gandhi Ballika Vidyalayas have been established in the State since 2004 .
