Imphal, July 31 2014:
The ongoing people's agitation for implementation of ILP system in Manipur is a rightful and democratic movement of the Manipuri people, said Nepram Nungkangba, President of Leipak Kanba Ahallup (LEIKALLUP) in a press statement issued here today.
The senior citizens' body also condemned in strong terms the inhuman police action on the agitating students who were resorting to democratic movement for saving the indigenous people's rights.
The president of LEIKALLUP cited that a more effective system for checking intrusion of outsiders has been in force in Meghalaya by its state government.
After learning lessons from the erstwhile movement in Manipur led by the FREINDS, the people of Meghalaya realized the importance of ILP system and pursued the matter with the state government, he said.
Quoting the statement of retired Judge C.Upendra, the president said ILP system can be implemented in the state without the intervention of the central government, as it was done in Meghalaya.
He asked, 'Can't we emulate the way Meghalaya did ?' .
The BJP has also opined that the state government could have implemented the ILP system with a Cabinet decision followed by passing a Bill in the State Assembly, he asserted and charged that the 60 MLAs of Manipur do not have the desire to implement the ILP system.
Even after 10 years of the movement and two resolutions taken in the assembly, the legislators of the State have not raised the issue until people's uprising provoked them, president Nepram Nungkangba alleged.
Meanwhile, the organization appreciated the decision of the Joint Committee on ILP to continue with the agitation until the people's demand for ILP system is conceded.
