Govt fund not for sharing among legislators: Biren

Imphal, October 14 2021: Chief Minister N Biren on Thursday launched the "Chief Minister's Health for All" scheme in a function held at CM's Secretariat.

The scheme was announced by the chief minister on the 71st birthday of Prime Minister Narendra Modi on September 17 .

Door-to-door health screening will be conducted across the state and Jan Aushadhi medicines will be provided to patients free of cost for primary health care under the scheme.

CMHT and Ayushman Bharat health cards will also be issued to the patients having severe and chronic illness, if eligible.

The Chief Minister distributed ASHA+ devices, smartphones and tablets to CHOs, nurses and ASHA workers for the said purpose during the function as well.

Screening will be done using a hand-held device known as ASHA+ for 10 non-communicable diseases such as Hypertension, Diabetes, Heart Disease, Kidney Ailments, Respiratory Disease like COPD, three common Cancers (Oral, Breast and Cervical), Mental Health problems and Stroke/Post Stroke.

In the first phase, 1628 villages from all the 16 districts will be selected and linked to 118 Primary Health Sub Centres, 29 Primary Health Centres and 7 Community Health Centres.

Speaking on the occasion, CM Biren asserted that the government fund is for the people and it is not meant for sharing among the legislators.

He further stated that the government is putting special focus on sectors like health, education, law and order and building up a self-reliant economy.

He mentioned that the BJP led government has introduced various welfare schemes under different departments for the welfare of the people like Chief Ministergi Hakshelgi Tengbang (CMHT), Chief Ministergi Sotharabasingi Tengbang (CMST), School Fagathansi Mission, etc.

The chief minister further recounted that CMHT was launched within few months of installation of the present government.

To transform and improve the education sector in terms of physical and manpower infrastructure at par with the private schools, the 'School Fagathansi' Mission was.implemented, he said.

According to School Education Quality Index released by NITI Aayog, Manipur topped among smaller states in the country.

Claiming that there has been inclusive development in the state in the last four and half years, Biren stated that apart from the implementation of welfare schemes, the government has introduced 'Go to Village' and 'Go to Hills' missions so as to deliver benefits of governance at people's doorstep.

In the agriculture sector the government has taken up various projects for ground water extraction and construction of dams to provide perennial irrigation to the paddy fields.

Such initiatives will increase the agricultural produce, he added.

Conveying that the government is working at its best to improve the healthcare sector, the chief minister said that the government has installed oxygen plants in all the 16 districts in the last few months.

The government will increase 369 ICU beds in all the districts while 20 ICU beds each will be added to RIMS and JNIMS.

Prefabricated hospitals would be constructed in the district hospitals of Tengnoupal, Noney, Kamjong and Pherzawl, he maintained.

The CM also disclosed that a Centre of Excellence would be established at JNIMS and RT-PCR testing machines would be installed in eight District Hospitals.

He further said that solar panels would be installed in all CHCs and PHCs so as to provide uninterrupted power supply.

Developmental projects and welfare activities initiated in the four and half years of the BJP government are far more that what the Congress government achieved in its 30 years of rule, he contended.

Biren also announced that 'Weekly Evening Clinics' will be opened in three Urban Primary Health Centres including Minuthong, Mantripukhri and Singjamei especially for construction workers and labourers from 4.30 to 6.30 pm.

Stating that 47 per cent of the total budget has been sanctioned for the hill districts, he maintained that infrastructure related to health and education sectors in the hills have been improved.

BJP doesn't need to campaign for the election because of the development activities taken up by the government.

People of Manipur are not fools but are the sons and daughters of the kings and queens of the land which has a history of more than 2,000 years.

They know the activities of the government and could not be influence by mere rhetoric, he stressed.

BJP will not indulge in petty squabble instead will show by deeds, he said and maintained that aim of the government is to ensure public's welfare in the remaining months.

CM Biren also strongly denounced the indiscriminate firing by unknown armed miscreants at B Gamnom village killing and injuring innocent people including a child on October 12.He assured of taking up legal actions against the perpetrators and a reward of Rs 5,00,000 will also be declared to those who can give information about the perpetrators.

The Chief Minister also appreciated ASHAs and Anganwadi workers for their selfless service during the Covid-19 pandemic and assured that the government would increase the remuneration of ASHA, Anganwadi workers and Anganwadi helpers soon.

As a part of launching the scheme, live video footage of the staffers of Awang Wabagai Health and Wellness centre visiting houses of the area and checking health of the denizens were shown.

The medical team conducting health check-up also talked with the CM through video conference.

Ministers Letpao Haokip, Awangbow Newmai, S Rajen Singh and Th Satyabrata, MP Rajya Sabha Leishemba Sanajaoba, Manipur State Planning Board deputy chairman L Rameshwor, advisor to CM (Health) Dr Sapam Ranjan, Sekmai AC MLA H Dingo, chief secretary Dr Rajesh Kumar, additional chief secretary V Vumlunmang, director (Health) Dr K Rajo and others were present during the function.
