IMC to be upgraded to Corporation

Imphal, October 20 2011: A meeting of the State Cabinet today gave its approval to upgradation of Imphal Municipal Council to the status of a Corporation and establishment of Ward Development Committee offices.

According to information received by the press, necessary Acts for upgradation of Imphal Municipal Council to the status of Corporation would be amended in the last session of the Manipur Legislative Assembly, but the status of Imphal Municipal Council would remain as Corporation while awaiting amendment of the necessary Acts.

With Cabinet approval on establishment of Ward Development Committee offices, pay structure of the Ward Members would also be finalized soon, sources said.

The Cabinet meeting, which was held in the Cabinet hall of the Chief Minister's Secretariat with Chief Minister O Ibobi Singh in the chair today evening, also gave its approval to placement of Principals in the higher pay scale of Rs 4500-150-5700-200-7300, appointment of manpower for Braille Press at Govt Ideal Blind School, Takyel on contract basis, creation of post of Electricity Ombudsman and supporting staff in the Joint Electricity Regulatory Commission for Manipur and Mizoram, contractual engagement against nine posts of various category in the Art and Culture Department, engagement of two Sister Tutors in Health Department, engagement of staff on contract basis in Wakf Board and filling up of vacancies in Disaster Management Institute on contract basis.

Furthermore, the Cabinet gave its nod to The Manipur Grant of Incentive Award for Marriage with Persons with Disabilities Rules, 2011; draft of National Food Security Bill, 2011; adoption of Manipur Services (Revised ay) Rules, 2010 in Manipur Urban Development Agency (MUDA), etc.

Though an unlisted agenda, the Cabinet meeting approved extension of the term of contract engagement of O Ibomcha Singh, M Rohinikumar Singh and M Ranakishore Singh as Divisional Accountants for a further period of five months with effect from October 1, 2010 to February 28, 2011 in the IFC Department.

Among other unlisted agendas, which were taken up for discussion, the Cabinet has approved in principle inclusion of three more persons for compassionate appointment to the next of kin of persons who lost their lives in the June 18, 2001 incident.

However, no definite decision has been taken with regard to the demands of JAC of AMTUC and AMGEO and COTA.

The agendas related to relaxation of ban on appointment/recruitment of teachers against the existing vacancies in Government Aided Schools and Colleges, and framing of Manipur State Commission for Other Backward Classes Salaries and Allowances and other condition of service of Chairperson, Members, officers and staff rules, 2011 and the Manipur State Commission for Other Backward Classes (Annual statement of Accounts and Annual Report), Rules have been deferred from discussion in today's Cabinet meeting.
