Cabinet nods to RUSA implementation

Imphal, October 23 2013: Consequent to the decision of the Union Cabinet for implementation of Rashtriya Uchchatar Shiksha Abhiyan (RUSA) with effect from October 3, a State of the State Cabinet chaired by Chief Minister O Ibobi Singh has approved implementation of the scheme for reforming of higher education system in the State as well.

Today's Cabinet meeting also gave its approval to privatisation of the Government run Imphal Hotel at North AOC and the Sendra Tourist Home at Moirang keeping in mind the annual International Polo Tournament and Sangai Tourism Festival.

The privatisation process is to be completed within six months after proper renovation of the Hotel and the Tourist Home.

Furthermore, the Cabinet meeting gave its approval to finalisation of a new rules and regulations in connection with filling up of the post of Chief Information Commissioner, which has been lying vacant for long.

Under these new rules and regulations, the post for the Chief Information Commissioner and other Members of the State Information Commission would be appointed after proper advertisement of the recruitment.

Talking to mediapersons in connection with the Cabinet meeting, Education Minister M Okendro, who is also the spokesperson of the State Government, said that the State Government, particularly the Higher & Technical Education Department has been looking forward to the launch and implementation of RUSA since it is a new Central Scheme which will give a big boost to the development of higher and technical education sector in a recourse definite State like Manipur.

He explained that RUSA will be funded in the ratio of 90:10 by the Central and the State Government respectively for the North-eastern States including Manipur, as well as Sikkim, Jammu & Kashmir, Himachal Pradesh and Uttarakhand while for other States and Union Territories the funding pattern would be in the ratio of 65:35 .

Other highlights of RUSA include infrastructural development of colleges and State Universities, faculty recruitment support, faculty improvement programmes, vocationalisation of higher education to enhance employability of students, institutional restructuring and reforms, capacity building and planning support, upgradation of existing colleges into model colleges with priority on districts having one or no colleges, etc, creation of cluster college universities, research, innovation & quality improvement, equity initiatives for improvement of enrolment of SC/ST against specified percent of reservations in the State, etc, the Minister said.
