ANSAM alleges violation of reservation norms

The All Naga Students' Association, Manipur (ANSAM) has submitted a representation to the Chief Minister today for prompt implementation of the reservation norms in admission to the Central institutes operating in Manipur as per the Central Institutes (Reservations in Admission) Amendment Act, 2012 and to uphold the Manipur High Court ruling and Supreme Court order.
A copy of the memorandum was also submitted to the HAC Chairman D Gangmei.
The ANSAM also called on the Vice-Chancellor of the National Sports University (NSU) Manipur expressing its concerns over the "irregularities" in the recent declaration of admission result for the academic session 2024-2025 .
Meanwhile ANSAM memorandum to the Chief Minister said the National Sports University, Imphal, a central university under Ministry of Youth Affairs and Sports, Government of India, has violated the reservation norms in its notification for admission despite their reminders to strictly follow the reservation policy in accordance with the Central Institutions (Reservation in Admission) Amendment Act, 2012 .
NSU Manipur in its notification and declaration of results for the session 2024-2025 contradicts the reservation norms which must be followed in the Central University by providing reservation percentage of 2% for SC, 31% for ST and 17% for OBC.
The recently declared results allocated 15% for SC, 7.5% for ST and 27% for OBC violating the actual reservation norms, the memorandum pointed out.
The ANSAM said the "intentional manipulation" and the nature of procrastination of the National Sports University, Manipur, and Central Agricultural University, Imphal, is a matter of great concern.
The ANSAM also said it was perturbed by the continuous moribund state of affairs in the education system in Manipur reeling under problems of manipulation and violations leading to resentment, agitation, social chaos and vices to which the competent authority of the State and the country must take an onus to solve the problem for the ends of justice.
The ANSAM also said it will not accept unless the actual reservation policy is strictly followed in accordance with the Parliament Act for admission to various courses in the Central universities.
Towards this, "we believe that your Government will sincerely initiate necessary steps to abide by the rule of law by progressively implementing the same in letter and spirit in the best interests of the tribal populace and all concerned citizens at large," the ANSAM memorandum to the Chief Minister said.
ANSAM and all its units would be compelled to take up befitting course of actions to meet the ends of justice and the Government shall be held responsible for any untoward consequences in the course of their agitation if the Government fails to strictly follow the reservation policy in accordance with the Central Institutions (Reservation in Admission) Amendment Act, 2012 in NSU Manipur and CAU, Imphal and other Central universities operational in the State of Manipur, the memorandum added.
