Govt disapproves Maternity Child Hospital at Thongju

Health and Family Welfare Minister Phungzathang Tonsing today told the House that there is no possibility to allow running of the Maternity Child Hospital at Thongju Part II, Konok Khongnangkhong which was constructed at the cost of Rs 2.6 crore without the approval of the government.
In reply to a question raised by MLA Th Bishwarjit, the Minister said that the Maternity Child Hospital at Thongju Part II was constructed under the Department of Family Welfare.
The department had already sanctioned Rs 73,76,750 for the construction of the hospital.
Moreover, two barrack-type quarters were constructed under National Rural Health Mission.
The total cost of the hospital and the barrack-type quarters was Rs 2.61 crore approximately.
The contract work on construction of the hospital was taken up by one L Samu and the quarters were constructed by one Ningthou Panmei.
All the construction works have been completed.
However, there is no possibility of allowing the hospital to begin services as no Cabinet approval had been for the hospital construction.
Besides, all the facilities for treatment are being provided at JNIMS hospital already.
So, the government can't approve running of the hospital, the Minister said, while hinting at 'some external forces' in the construction of the hospital.
Giving reply to a question of MLA I Ibohalbi, Industries Minister Govindas Konthoujam informed the House that there are 206 saw mills in the state which have been given license by the Department of Commerce and Industries.
Of the total 206 saw mills, 75 are in Imphal West, 52 in Imphal East, 14 in Senapati, 6 in Tamenglong, 1 in Chandel, 12 in CCpur, 20 in Bishnupur, 5 in Ukhrul and 21 in Thoubal.
The department has no record of saw mills located in Forest areas.
Officials concerned in all districts have been instructed to seal any saw mills if found located in forest areas, the Minister said.
In reply to a question of MLA K Meghachandra, Chief Minister O Ibobi said that the state government is taking up many developmental projects for the minorities.
There are special quotas for the Minority Muslims under the 2012-13 Plan with the modernisation of Madrasas and Minority Scholarships.
Besides, there are quotas for the Muslims in Skill Development, Health Sector and other sectors.
Special allowances are being provided to Hajj pilgrimages and the State Minority Commission is a statutory body which is looking after the welfare of the minorities.
A separate DPR is being established for minority inhabited districts under Prime Minister Package, he added.
Responding to another question raised by MLA K Shyam on construction of Khagemba Garden, the Chief Minister informed that the Ministry of Tourism has sanctioned Rs 509.97 lakh in 2007-08 for development of tourist circuits in Imphal, Thoubal, Pallel, Tengnoupal and Moreh, out of which Rs 49.65 lakh were meant for Khagemba Garden.
Moreover, the Department of Arts and Culture had sanctioned Rs 20 lakh for the garden.
More than 80 percent of the construction work has completed and it will be completed within 2012-13 financial year.
The CM also assured House to appoint the Chief Information Commissioner as soon as possible which is lying vacant since the retirement of former CIC RK Angousana.
Minister Phungzathang Tonsing told the House that the PHC at Nongpok Keithelmanbi has completed and will be inaugurated soon.
