Govt-JCILPS Talks : No major breakthrough; next meeting on August 12

Manipur Government and Joint Committee on Inner Line Permit System (JCILPS) held the first round of crucial talks on Monday but ended the day without any major breakthrough.
The next round of talks between the two sides has been scheduled for August 12.Representatives of JCILPS and the State Government met at the Chief Minister's Secretariat.
Chief Minister O Ibobi headed the Government team while JCILPS Convenor in-charge Khomdram Ratan led the Joint Committee in the meeting which started at 3:30 pm.
Speaking to media persons after the first round of talks, Ratan said it was a positive meeting and informed that the next round of talks will be held on August 12 at 3 pm.

The Joint Committee leaders urged the Government side to release all students now under detention by Tuesday, he said and further informed the Government representatives assured that all possible steps would be taken to free most of them by Tuesday and the rest by Wednesday.
However, Ratan announced that the Joint Committee's stand is to skip the scheduled meeting if all the students are not released.
The Joint Committee side also put pressure on the Government to implement all the resolutions taken by the recent public convention and to insert the already recommended five points in the proposed ILP Bill, he said.
The Government representatives assured that they would consider the demand, he added.
In the meeting, the matter regarding late Sapam Robinhood's body now lying at JNIMS mortuary was also discussed so that his last rites could be performed, Ratan said.
Both sides also discussed on the need for meeting the family of members of Robinhood to convince and facilitate the funeral ceremony without further delay, he informed.
Ratan said the Joint Committee placed its earlier demand before the meeting that the new ILP Bill must be presented by August 15 and also demanded the Government side to provide a copy of the draft bill to the Joint Committee.
The Joint Committee leaders were informed by the Government side that it has already got the report of the Drafting Committee, but the proposed bill is yet to be ready, the JCILPS convenor in-charge, said.
The Government side further assured to look into the mater concerning action to be taken against all police personnel involved in the killing of Sapam Robinhood and the incident wherein a girl student was brutally beaten up by cops, he said.
However, he reiterated the stance of the Joint Committee to continue the ongoing ILP system movement and said the next round of talks will be decided depending on the positive steps taken by the Government to introduce an ILPS Bill acceptable to the people.
The 14-member JCILPS team also included its former Convenor H Ibotombi Khuman, Women Wing convenor Lourembam (O) Nganbi while the Government side was represented by CM Ibobi, Deputy CM Gaikhangam, Cabinet Ministers, Drafting Committee Chairman and Law Minister Th Debendra and its members MLAs Dr Ng Bijoy and RK Anand.
