Only 40% of plan amount utilized till date

Out of the total state plan amount of Rs 3210 crores sanctioned for the current fiscal year, 2011-12, only around 40 percent has been utilized so far even though the fiscal year is due to end in five months' time.
On the other hand, the plan proposal of the state for the next fiscal year, 2012-13 is likely to be submitted only after the election to the 10th Manipur Legislative Assembly, which is scheduled to be held sometime in February next.
Disclosing this to Hueiyen Lanpao, an official source in the Planning Department, Government of Manipur stated that of the total state plan amount of Rs 3210 crores sanctioned for the fiscal year, 2011-12, only around 40 percent has been utilized so far.
This is much below the rate of plan expenditure recorded around this time during last fiscal year.
At this current rate of utilization of the plan amount, the state government still far away from the target set by the Planning Commission.
Nonetheless, the rate of utilizing the plan amount may speed up soon with various sectors trying their level best to utilize the allotted plan amount, the source asserted.
At the time of allocation of the plan amount to different sectors, special thrust was given to development of school buildings and other infrastructures, including setting up of model schools under Education sector, to improve health care facilities and construction of staff quarters in hills and rural areas under Health sector, electrification of all the remote villages by 2013 under Power sector, expansion and development of link roads under Works Department, ensuring potable water supply to all the people by 2012 and increasing food productivity under Agriculture sector.
The source further disclosed that the plan proposal of the state of the last fiscal year was finalized and submitted to the Planning Commission in January.
But submission of plan proposal for the next fiscal year is not likely to be possible in January this time on account of the forthcoming election to the 10th Manipur Legislative Assembly due sometime in February next year.
With imposition of election code of conduct, the plan finalization process would be automatically delayed.
But the state government would have to make necessary preparation and keep everything ready, the source added.
