Imphal, October 04 2016:
In a rare incident of its kind, the State PWD Chief Engineer has been stripped of all the powers and functions entitled to his post and the same have been entrusted to an Additional Chief Engineer, informed a well placed source.
Being the head of department, the Chief Engineer's primary duty is dealing with documents which come from the Superintending Surveyor of Works (SSW) .
Most of the documents which come from the SSW pertain to Check Drawal Authority (CDA), financial matters, project/work estimates, work programmes etc.
However, all these works and functions have been removed from the Chief Engineer and handed over to an Additional Chief Engineer.
An order issued by the Government directed that Additional Chief Engineer-Ill should deal directly with all the documents which come from SSW and the same should be sent to the administrative department.
With the Chief Engineer now rendered totally powerless and reduced to an honorary figure, many grievances have risen within the department.
As it hurt his dignity severely, the Chief Engineer seldom stays in his office.
The Chief Engineer has even submitted a resignation letter to the State Govt, added the source.
