Home giving cold-shoulder treatment to Governor

Even though the Home Department had been instructed to terminate five women Sub-Inspectors (SIs) from the service who were recruited with the help of fake sports certificates by the Governor based on the recommendation made to Principal Secretary (Home) by State Vigilance Commission, the concerned department has not taken up any steps to terminate the services of the five women SIs, thereby undermining the instruction given by the Constitutional head of the State.
Sources said that representing the Governor, Dr RK Nimai, Secretary to the Governor, had sent a written statement to the Chief Secretary on July 11 last for taking up appropriate actions against the five women SIs who were recruited to their respective posts using fake sports certificates.
The written statement had instructed to furnish the action taken report on the matter within July 31 but the concerned officials have failed to submit the same to Raj Bhavan within the stipulated deadline.
The five women SIs who were reportedly recruited with the help of fake sports certificates are Aruna Laishram, Nabram Memtu, Regina Begum, Chanu Leima Pangeijam and Thounaojam Rosei Devi.
The number of the vigilance case filed by State Vigilance Commission to the Principal Secretary (Home), Government of Manipur for taking up necessary action against the five women SIs on December 31, 2013 was 20/5/SP-5/2012 .
Amongst these five women SIs, Aruna Laishram enclosed a certificate of 20th National Senior Male & Female Taekwondo Championship 2001 held in West Bengal for recruitment to the post.
However, when investigated by the Commission it was found that name of Aruna was not even in the list of participants in the championship which sent by Taekwondo Federation of India on June 21, 2013 .
Nabram Memtu had produced a certificate of participating in the 1st National Taekwondo Pumis & Breaking Championship 2002 held in Standard College, Kongba in Imphal East district.
But the Commission later on came to know that the said championship was not a recognized one as per the report forwarded by Taekwondo Federation of India.
On the other hand, Regina Begum provided a certificate claiming to have participated in the 3rd Circle Style National Kabaddi Championship 2014 held in Rajasthan under the aegis of Rajasthan State Kabaddi Association.
To verify it, the Commission asked the Manipur State Kabaddi Association whether her name was included amongst the State players who had taken part in the championship.
But when checked, her name was not found in the list of players.
As for the case of Chanu Leima Pangeijam, she had enclosed a sports certificate for age relaxation as she was over age at the time of recruitment for the active service.
She had submitted a certificate of 18th National Taekwondo Championship 2007 held in Orissa.
On verification, it was found that the said tournament was not recognized by Taekwondo Federation of India.
In case of Thounaojam Rosei, she had enclosed a certificate of 57th Senior National Inter State Table Tennis Championship held in Pondicherry in 1995.However, as per a report of Manipur Table Tennis Association submitted on April 7, 2012, it came to light that no State Table Tennis players were sent to participate in the said championship.
In spite of all these findings and reports furnished by the State Vigilance Commission which was set up by the Government itself to find out and rectify wrongdoings committed by the Government officials, the Home Department has not paid any heed to the instruction given by the Governor, who is none other than the constitutional head of the State.
