Imphal, June 05 2014:
Citing serious anomalies in the selection process of NGOs for implementation of Link Worker Scheme (LWS), the All Manipur Anti-Drug Associat-ion has sought immediate intervention of the Governor.
In a memorandum submitted to the Governor, AMADA said that a number of individuals, student organisations, and civil societies have submitted many written complaints apart from filing applications under RTI Act on the issue of selection of NGOs for implementation of LWS, justice is yet to be done.
Manipur AIDS Control Society (MACS) Joint Director Abhiram Mongjam is the main culprit in all these wrongdoings, AMADA alleged.
The memorandum claimed that three enquiries have been directed on the matter, two by the Deputy Director General (TI) NACO and one by the Health and Family Welfare Minister, Government of Manipur.
Pointing that Joint Director (TI) Abhiram Mongjam is contractual staff, AMADA appealed the Governor to intervene and see that Abhiram's contractual period is not extended till the matter is settled in public interest.
Earlier on January 21, this year, NACO Deputy Director General Dr Neeraj Dhingra intimated MACS Project Director Shyam Lal Poonia that the Department of AIDS Control DAC) received a complaint letter from UDHAH, a conglomeration of all NGOs of Ukhrul district working in the field of HIV/AIDS wherein many issues pertaining to implemen- tation of LWS in Ukhrul district were pointed out.
The NACO Deputy Director sent a similar written intimation to MACS Project Director informing that DAC received another complaint letter from Senapati District Students' Association president Dominic and All Zeliangrong Student Union Manipur chairman Josoa Dangmei which pointed out discrepancies in the selection process of agencies and implementation of LWS in Manipur.
The two letters mentioned that those were the fourth and fifth complaint letters pertaining to implementation of LWS in Manipur.
The two letters also asked the MACS Project Director to give feedback, enquire into the matter and submit a detailed report by January 15 and January 31, 2014 respectively.
AMADA volunteers today staged a protest demonstration at the main gate of RD Wing, Lamphelpat against the alleged anomalies in the selection process of NGOs for implementation of LWS.
