Imphal, May 29 2009: 'Lt Col' HK Ningshen, the main culprit behind the murder of three government employees including Kasom Khullen SDO, Dr Thingnam Kishan was produced in the court of the Chief Judicial Magisterial (CJM), Ukhrul and remanded in the custody of CBI for 15 days.

He was flown in a special flight of Indian Airforce to Tulihal Airport around 12 noon accompanied by officials of CBI from Kolkata, and produced before the mobile court of the CJM Ukhrul set up specially for the occasion at Imphal Airport under tight security.

After getting his remand in CBI's custody for 15 days, Ningshen was again flown back in the same plane to Kolkata.

Reporters were barred from entering into the temporarily set up mobile court within the Imphal airport complex.

Ninshen was immediately flown back after the JCM passed order for his remand in CBI's custody for 15 days for further interrogation.

According to an official of the state police department, tight security measures were taken in and around the airport complex and media persons were not allowed to enter the court room in view of the high sensitivity of the case.

Production of Ningshen in the court and getting his remand occurred a day after the CBI submitted its investigation report to the Imphal Bench of the Gauhati High Court where hearing of a PIL regarding the case was held yesterday.

A division bench of the High Court comprising Justice T Nandakumar and Justice Binoykumar expressed their serious concern over the failure on part of the state government, which is the respondent to submit affidavits of the case related with the sensitive case of murder of the SDO, Kasom Khullen, Dr Th Kishan and his two subordinate staff, Rajen and Token under the Lukhrabi bridge near Taphou Kuki village in Senapati district after abducting them from Ukhrul district headquarter.

The court directed the state government to submit a complete investigation report of the FIR case registered with the Ukhrul Police Station in connection with the murder of the three government employees that had rocked the state.

In a sudden development, the NSCN (IM), which announced on May 14 seven-year rigorous imprisonment of Ningshen, handed over him to the CBI authority through the Naga Hoho yesterday.

The outfit made the announcement stating that during the court martial, Lt Col Hopson Ningshen, the commander of the Kiusemong Battalion was found guilty of abduction, illegal detention and killing of Kishan and his two staff.

The Government of India has entrusted the CBI to investigate into two FIRs filed at different Police Stations relating to the abduction and killing of Dr Thingnam Kishan, SDO Kasom Khullen and two of his subordinates and attempts, abetments and conspiracies in relation to the offence or any other offences committed in the course of the transaction or arising out of the same facts.

The Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Government of India, through its notification on March 24, 2009 issued by the Under Secretary, Chandra Prakash has extended the power and jurisdiction to investigate the abduction and killing.

According to the order 'the Central Government with the consent of the Government of Manipur, Home Department, Imphal extends the power and jurisdiction of the members of the Delhi Special Police Establishment to the whole of the state of Manipur for investigation of FIR No.8(2)09 under sections 365, 368 and 34 of the IPC, 1860 (Act No 45 of 1860) registered at the Police Station Ukhrul and FIR No.3(2)09 under section 302 of the IPC, 1860 (Act No 45 of 1860) registered at Police Station Senapati, Manipur relating to the abduction and killing of the three government officials.
