Home Guard stir deferred after High Court gives Govt 3 months

Imphal, September 28 2026: The Manipur Home Guard Employees Welfare Association, Imphal has deferred its proposed agitation from September 30 after the High Court of Manipur gave the Government three months time to act on its demands.

MHGEWA president Y Mangi made the announcement today during a press conference held at the association's office at Luwangsangbam.

Mangi said the association has long been demanding due rights and entitlements for Home Guards.

A memorandum was submitted to the Government on July 17 this year demanding fulfillment of the demands by September 21, failing which various democratic agitations including indefinite hunger strike would be launched.

The association had also moved the Court for its legitimate rights, he said.

He said that though the Government did not take up any action, the Court on September 22 and 23 granted three months time to the Manipur Government to act on the demands raised by the association.

Respecting the Court's proceedings and its directive to the Government, the association has decided to defer the proposed agitation for the time being, Mangi said.

Even as the stir has been deferred, the association will continue to conduct awareness programmes on the rights and duties of Home Guard personnel in all battalions, he added.

Listing the demands, he said they include preparation of seniority list of Home Guard personnel, proper framing of promotion rules for all ranks, grant of DA at par with Police Constables, implementation of DA as directed by Court for employees to Home Guard personnel, grant of ration money allowance, payment of monthly salary within 10 days of first week, appointment of separate Commandant General for Home Guards, enhancement of retirement age from 62 to 65 years and filling up of vacancies in Home Guard.
